Position- Senior Quantity Surveyor

Location- Dubai

Responsibilities

  • Direct line of report Project Manager & Commercial Director (functional)
  • As assigned assist Pre-Construction Manager and Estimating Team to ensure robust tendering and preparation / validation of budgets.
  • Critique the Pre-Construction project handover commercial documentation, identify project commercial risks with project Team.
  • In coordination with the Project Manager and Commercial Director assist in the setting of the budgets / Better Buy Schedule for the project.
  • In conjunction with the site Project Engineers/Construction Managers, review and manage and review any commercial documentation (quotes, BOQ’s, etc.) received from Sub-contractors/Clients and analyse them in line with the contractual requirements and budgets.
  • Coordinate with project stakeholders for the preparation of project risk and opportunity register. In conjunction with the Project Manager ensure swift closure of all items.
  • Establishing and maintaining professional relationships with project external and internal stakeholders .
  • Manage the weekly and monthly commercial / contract reporting protocols / templates for progress reporting and monitoring against project commercial budgets and set KPI’s.
  • Daily tracking and regular reporting of planned vs actual costs. (Reporting periods defined by project requirements and typically monthly)
  • Preparing reports, analyses, contracts, budgets, risk and opportunity register, variation tracker and any other documents as directed by line manager to ensure commercial performance is optimal.
  • Monitoring of project Better Buy Schedule in line with project procurement commercial budget targets and projections.
  • In coordination with Project Controls monitoring of project prelims, manpower (direct and in-direct) to ensure resource levels are in line with project resource commercial budget projections.
  • Assessing / valuing / validating the Sub-contractor’s completed work in co-ordination with site engineering and construction leads (as applicable) and the submission of payment certificates in coordination with Project Manager and Commercial Director.
  • Provide reports to the Project Manager and prepare progress payment applications, variation notices as applicable.
  • Liaise with the Project Engineering team to collate technical information and back-up on variations.
  • Ensure Change Management logs are always created and maintained up to date.
  • In coordination with storekeeper and project engineers, keeping track of materials and recording top-up ordering to ensure quantities are within project budget projections and analysis tracking of orders exceeding or below planned quantities.
  • Provide input to Project Controls Lead for the preparation of weekly and monthly progress reports / presentations for the client and internal team.
  • In conjunction with Project Manager and Project Controls Lead, identify and prepare claims for EOT and present data to challenge any Sub-contractor claims and EOT requests.
  • Review and assess any claims for variations or change orders from the main contractor or client in coordination with project team and inform the Project Manager and commercial director of any potential cost impact.
  • Ensure all project execution issues are reported and addressed in coordination with the project stakeholders and p repare escalation reports for the Project Manager and Commercial Director
  • Arrange and manage workshops/meetings to discuss and assist contractors / client cost consultants to close any commercial issues. Record minutes of meetings as applicable.
  • Provide support during project closeout, including closure of the final accounts with Client and Sub-contractors and final cost reporting / project documentation close out.
  • Arrange and attend weekly meetings as required.
  • Issue monthly application for payment’s (AFP) to the Client and to ensure a AFP tracker is utilised throughout the duration of the Project.
  • To advise the Project Manager and Commercial Director of any late payment certificates, potential payment issues and late payment from the Client.
  • Supervise, develop and mentor project staff.
  • Where applicable the QS will be based on the project site, if the nature of the project does not warrant this full time, then occasional site attendance will be coordinated to ensure full understanding of the project status.
  • Provide regular input to the continuous improvement log (lessons learned), implementing changes where deficiencies are identified and corrective actions proposed.
  • Ensure awareness and compliance of the QSP’s which are located and maintained in the JEG Group Quality Library.

Experience And Qualifications

  • Minimum 5 years work experience on construction projects in a QS role
  • Qualifications commensurate with position:
    • Role applicable degree from a reputed university
    • RICS an advantage
  • Experience in Data Centre Projects an advantage.
  • Competent in measurement (plan-swift, Cost-X)
  • SAP experience an advantage.
  • Competent in issuing / closing of Client led and Sub-contractor variations.
  • Competent in Sub-Contractor Management
  • Competent in the use of PC applications (Microsoft Office suit or equivalent).
