Position requires relocation to NDB Africa regional Centre in Johannesburg, South Africa.


Position Objective


The Africa Regional Centre (ARC), under the Vice President and Chief Operating Officer (VP&COO), is functionally responsible for client relations and representation of the Bank in South Africa. The ARC is responsible for project identification and pipeline development, project preparation, project implementation and regional portfolio management. The ARC is also responsible for carrying out additional functions delegated by the VP&COO.


Reporting to the Director General, ARC, the Senior Professional will lead the design and tailoring of projects ensuring their quality at inception and monitor their implementation responding to changing client needs and economic/financial/technical conditions.


Purpose-Adapt


  • Develop a strong pipeline of new projects and adapt to client’s project proposal to ensure quality at inception, relevance of project’s impact for the country/region and alignment with the Bank’s development agenda.
  • Monitor projects implementation to enable their relevance and ensure achievement of envisaged outputs, outcomes and impact.


Engagement-Persuade

  • Advise management on critical issues related to project implementation and post-investment management opportunities, challenges, and ensure responsiveness to the needs of project stakeholders.
  • Deepen relationships and establish consistent dialogues with sponsors, developers, governments, and other stakeholders to establish a solid support base for the Bank’s regional programs as well as share and incorporate best practices.
  • Advise clients on the design of new projects to ensure high quality at the conceptualization stage.


Delivery- Adapt the Project Cycle

  • Ideate, identify and assist clients to design sustainable projects ensuring alignment of deliverables with the requirements of the Country Partnership Plan (CPP) and the Bank’s General Strategy.
  • Efficiently monitor performance of the project portfolio to enable achievement of outcomes and impact and relevance for the region, while supporting the refinement and development of the CPP.

Requirements:

  • Master’s Degree in areas relevant to NDB mandate. Professional qualification such as ACA, CFA, ACCA, or CIMA desirable.
  • Minimum 7 years of relevant professional experience in financing public or private sector projects in the region.
  • Fluency in English essential to communicate in writing and speaking.
  • Substantive knowledge. Demonstrated capacity gained through experience in public and private sector projects reflecting conceptual understanding in an operational setting. Conceptual: Understand the program framework and the integration of different programmatic elements into the project/ portfolio.
  • Applied: Develop and execute program plans across a range of well-defined and established programmatic elements aligned with broader organizational objectives.
  • Communication skills. Demonstrated skill gained through exposure/experience in relationship management.
  • Internal: Advise team on possible impediments to achievement of project outcomes and develop strategies to overcome identified hurdles.
  • External: Engage with clients proactively to understand expectations/needs and builds an informed framework for meeting these needs.
  • Execution skills: Demonstrated achievement in the consistent delivery of projects/programs through adaptation.
  • Timeliness: Meet consistently the program delivery standards on timing and the deployment of resources.
  • Quality: Meet consistently program delivery standards in terms of quality/relevance.
