About the Job:

  • Support the planning, review, and the execution of technical assessment of dry utilities infrastructure (power, telecom, district cooling interface, gas, street lighting, etc.) across Dubai Holding developments, ensuring optimal capacity allocation, utility corridor reservation, network distribution, and plot connections in compliance with relevant authority regulations and international best practices. 
  • Support infrastructure planning requirements for new and existing developments across Dubai Holding verticals, ensuring that utilities infrastructure is properly integrated within the master plan while contributing to phasing strategies, cost assessment, constructability review, and operational efficiency considerations. 
  • Provide technical advisory support to the master planning and urban planning teams in evaluating infrastructure implications associated with land-use changes, density adjustments, and Value-Added Services (VAS) proposals. 
  • Assess technical feasibility and engineering methodologies for infrastructure solutions, providing recommendations that balance operational performance, cost efficiency, and long-term sustainability. 
  • Provide technical input to internal business units and development teams to support infrastructure utilisation and ensure efficient implementation during both construction and operational phases. 
  • Ensure compliance with Dubai Holding governance frameworks, policies, and confidentiality requirements, while applying best practices in infrastructure planning and stakeholder coordination.
  • Manage third-party developer interfaces, including handling Requests for Information (RFIs), utility allocation requests, NOCs, and other infrastructure-related approvals, ensuring timely responses and maintaining high standards of service delivery. 
  • Coordinate with government authorities and service providers, including DEWA, RTA, Dubai Municipality, Empower, Etisalat, du, Dubai Civil Defence, and other relevant stakeholders to support approvals, advance infrastructure strategies, and facilitate project delivery. 


About You:

  • Bachelor’s Degree in Electrical Engineering, Civil Engineering, Infrastructure Engineering, or a related engineering discipline from an accredited university.
  • A Master’s degree in Engineering, Infrastructure Planning, or Project Management is preferred.
  • Professional certifications such as PMP, Chartered Engineer (CEng), PE, or equivalent professional accreditation are considered an advantage.
  • 12–15 years of relevant professional experience in infrastructure planning, design, and utilities coordination within large-scale real estate developments or master-planned communities.
  • At least 5 years of experience in a senior managerial role overseeing infrastructure planning delivery and team members, and coordination across multiple projects or developments.
  • Proven experience working with major developers, infrastructure consultants, or government authorities in the UAE and GCC region.
  • In-depth understanding of utility corridor planning, load forecasting, and capacity allocation methodologies 
  • In-depth knowledge of DEWA standards, regulations, and approval processes, including 11kV/132kV network hierarchy and substation planning. Proficiency in Power Supply Masterplan (PSMP) development and review 
  • Understanding of constructability, phasing strategies, and infrastructure cost estimation
  • Ability to prepare and submit technical documentation meeting authority submission standards 
  • Experience navigating NOC processes and utility allocation frameworks
  • Coordination of multi-discipline consultant teams and review of technical deliverables 
  • Management of third-party developer interfaces including RFIs and utility requests
