Parsons is looking for an amazingly talented Senior IT / OT / Cyber Security Engineer to join our team!
The Senior IT / OT / Cyber Security Engineer will be responsible for the planning, design, integration, and implementation of IT, Operational Technology (OT), and Cyber Security systems for a large scale rail infrastructure project. The role will oversee cyber security strategies, secure systems integration, network architecture, operational resilience, and interface coordination across railway systems and operational environments.
What Youll Be Doing
- Lead the development and implementation of IT, OT, and Cyber Security strategies and requirements across all project stages for rail system.
- Develop cyber security frameworks, policies, standards, and compliance requirements for railway operational and enterprise systems.
- Ensure secure integration between railway systems including signalling (ATC/CBTC), SCADA, OCC systems, telecommunications, rolling stock, PSDs, passenger systems, fare collection systems, and related external interfaces where applicable.
- Lead the planning and design of secure IT and OT network architectures, communication systems, cybersecurity zones, and secure access controls.
- Support Systems Engineering activities including requirements management, interface management, verification, validation, and traceability related to IT, OT, and Cyber Security systems.
- Coordinate interface management activities between IT, OT, Cyber Security systems, and multidisciplinary rail, civil, MEP, and operational stakeholders.
- Support preparation and review of Design and Construct tender documentation including technical specifications, cyber security requirements, network architecture requirements, and operational resilience requirements.
- Develop and support cyber security assurance, vulnerability assessments, risk assessments, penetration testing strategies, disaster recovery planning, and incident response procedures.
- Support testing and commissioning activities including FAT, SAT, SIT, integrated testing, cyber security validation, and operational readiness activities.
- Coordinate with designers, contractors, operators, stakeholders, and authorities to ensure alignment with operational, cyber security, and integration requirements.
- Identify and manage technical, cyber security, operational, and integration risks associated with IT and OT systems and implement mitigation measures.
- Ensure compliance with project specifications, cyber security requirements, railway operational requirements, and applicable international standards and regulations.
- Provide technical leadership and support to the Project Manager and multidisciplinary teams throughout the delivery of large-scale rail and infrastructure projects.
What Required Skills Youll Bring
- Relevant Engineering Degree (Information Technology, Cyber Security, Computer Engineering, Electronics, Telecommunications, Systems Engineering, or equivalent) from a recognized University.
- Minimum 15 years of experience in the AECO industry or relevant field.
- Minimum 10 years of experience in rail projects and/or rail operations in Dubai, the GCC, and/or internationally.
- Professional certification or membership with a recognized engineering, IT, or cyber security institution is preferred.
- Relevant cyber security certifications such as CISSP, CISM, ISO 27001, IEC 62443, CEH, or equivalent are highly desirable.
- Extensive knowledge and demonstrable experience in IT, OT, and Cyber Security systems for large-scale rail and infrastructure projects, including express railway systems.
- Relevant expertise in railway operational technologies, secure systems integration, network architecture, operational resilience, and cyber security management.
- Strong understanding of integration between IT/OT systems and railway systems including signalling, SCADA, OCC, communications, rolling stock, fare collection, and passenger information systems.
- Experience coordinating with external systems, airport-related interfaces, and operational technologies including Baggage Handling Systems (BHS) is highly desirable.
- Proven experience managing technical and cyber security scope of complex multidisciplinary systems within mega rail or infrastructure projects.
- Strong understanding of Systems Engineering principles including requirements management, interface management, verification, and validation processes.
- Familiarity with international cyber security standards, railway cyber security frameworks, and operational technology best practices.
