JOB PURPOSE

The Senior Inspector Supervisor provides strategic oversight of field inspection operations across Dubai’s media sector. The role leads Inspector Supervisors and Senior Inspectors, manages high ‑ risk and cross ‑ agency cases, approves enforcement strategies, and ensures regulatory consistency and operational excellence. The Senior Inspector Supervisor oversees complex investigations, validates high ‑ impact cases, drives capability development across inspection teams, and contributes to regulatory decision ‑ making and policy refinement. The role ensures that inspection operations support Dubai’s media governance objectives and uphold public confidence in regulatory enforcement.

Key Accountabilities

Strategic Field Inspection Oversight

  • Lead and supervise Inspector Supervisors and Senior Inspectors across all field operations.
  • Set inspection priorities, deployment strategies, and annual operational plans based on risk assessments and regulatory trends.
  • Oversee execution of high ‑ risk, sensitive, multi ‑ agency, or reputationally significant inspections.
  • Ensure consistent application of inspection procedures, safety protocols, and regulatory standards across all teams.

Advanced Compliance Reviews, Case Validation, and Enforcement Approval

  • Review and validate complex or high ‑ impact cases submitted by Inspector Supervisors.
  • Approve final enforcement recommendations, including fines, suspensions, escalations, and corrective action plans.
  • Conduct advanced compliance analysis involving complex documentation, content materials, production workflows, licensing conditions, and cross ‑ jurisdictional matters.
  • Ensure sufficient evidence, regulatory justification, and procedural accuracy in all enforcement decisions.

Complex Investigations and Cross ‑ Agency Enforcement Leadership

  • Lead investigations into major breaches, unauthorized activities, systemic non ‑ compliance, or cross ‑ agency regulatory violations.
  • Coordinate with municipalities, police, free zones, and other regulators on joint enforcement actions.
  • Approve enforcement strategies for high ‑ risk cases and ensure alignment with penalty schedules and legal requirements.
  • Escalate critical matters to senior management with recommended actions and risk assessments.

Supervisory Leadership, Team Development, and Capability Building

  • Provide formal supervision and performance oversight for Inspector Supervisors and Senior Inspectors.
  • Lead capability development programs, technical training, and competency enhancement across all inspection teams. Identify operational gaps, training needs, and systemic issues affecting inspection effectiveness.
  • Support succession planning and readiness for future leadership roles within the inspection function.

Stakeholder Management, Regulatory Communication, and Reporting

  • Represent the inspection function in high ‑ level meetings, cross ‑ agency committees, and regulatory coordination forums.
  • Manage complex stakeholder interactions, disputes, and escalations with authority and professionalism.
  • Communicate enforcement outcomes, regulatory expectations, and compliance risks clearly to regulated entities and partners.
  • Prepare strategic reports, risk analyses, and operational insights for senior management and regulatory bodies.

Key Interactions & Nature of Interaction

Internal:

  • Report to the Section Head of Compliance on strategic risks, operational performance, and enforcement outcomes. Supervise Inspector Supervisors, Senior Inspectors, and inspection teams.
  • Coordinate with Legal Oversight, Media Content, Media Permits & Licensing, and Senior Specialist Compliance on complex cases.

External:

  • Engage with regulated entities, production companies, publishers, advertising operators, gaming entities, and other stakeholders.
  • Liaise with government authorities, free zones, and regulators on joint inspections and cross ‑ jurisdiction matters.

Experience Required

Functional Experience

  • More than 5 years in inspections, enforcement, investigations, compliance, or regulatory field operations.
  • Experience leading complex cases, multi ‑ agency inspections, and high ‑ risk enforcement matters.

Leadership/Supervisory

  • Demonstrated experience supervising multiple teams or leading large operational units.

Education And Qualification Required

  • Bachelor’s degree in Law, Business Administration, Public Administration, Media Regulation, or related field.
  • Professional training in compliance, investigations, governance, or risk management is advantageous.
  • Must obtain judicial enforcement powers ( الضبطية القضائية ) through Dubai Media Council.
