Overview

The Senior HSE Advisor will lead the implementation and monitoring of Health, Safety, and Environmental (HSE) systems across construction projects/ CB&I facilities. The role ensures full compliance with local regulatory requirements, promotes a proactive safety culture, and supports project teams in achieving zero harm objectives. This role reports to the Project HSES Manager / District HSES Manager.

Responsibilities

  • Develop, implement, and maintain HSE policies, procedures, and management systems.
  • Ensure compliance with local, national, and international HSE regulations and standards.
  • Conduct risk assessments, hazard identification, and implement control measures.
  • Lead incident investigations, root cause analysis, and corrective action tracking.
  • Provide expert HSE advice to management, supervisors, and project teams.
  • Monitor site activities to ensure adherence to safety procedures and safe work practices.
  • Deliver HSE training, inductions, and awareness programs.
  • Conduct regular audits, inspections, and performance evaluations.
  • Prepare and present HSE reports, statistics, and KPIs to senior management.
  • Liaise with regulatory authorities and external stakeholders as required.
  • Promote a proactive safety culture and continuous improvement initiatives.
  • Implement and maintain HSE management systems in line with Company ISO 45001-2018 and ISO 14001-2015 certification.
  • Conduct site risk assessments, Job Safety Analysis (JSA), and task-specific method statement reviews.
  • Monitor high-risk activities such as working at height, lifting operations, excavation, and confined space entry.

Local Requirements

  • Valid UAE driving license preferred
  • Strong knowledge of permit-to-work systems
  • Experience with HSE software/reporting systems is a plus

Qualifications

  • Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.
  • NEBOSH International General Certificate (IGC) required; NEBOSH Diploma preferred.
  • Membership with Institution of Occupational Safety and Health (TechIOSH/GradIOSH) is an advantage.
  • Minimum 10+ years of HSE experience in construction, with at least 4-5 years in a senior role within the GCC.
  • ISO 45001-2018, ISO 14001 auditor certification
  • Strong knowledge of OSHA guidelines, ANSI requirements
  • Knowledge of GCC HSE regulations, labor laws, and construction safety standards.
  • Experience working on large projects (large multicultural workforce, international EPCI contractors, large national energy organizations)
  • Excellent communication skills in English (Arabic is an advantage).
