Overview
The Senior HSE Advisor will lead the implementation and monitoring of Health, Safety, and Environmental (HSE) systems across construction projects/ CB&I facilities. The role ensures full compliance with local regulatory requirements, promotes a proactive safety culture, and supports project teams in achieving zero harm objectives. This role reports to the Project HSES Manager / District HSES Manager.
Responsibilities
Develop, implement, and maintain HSE policies, procedures, and management systems.
Ensure compliance with local, national, and international HSE regulations and standards.
Conduct risk assessments, hazard identification, and implement control measures.
Lead incident investigations, root cause analysis, and corrective action tracking.
Provide expert HSE advice to management, supervisors, and project teams.
Monitor site activities to ensure adherence to safety procedures and safe work practices.
Deliver HSE training, inductions, and awareness programs.
Conduct regular audits, inspections, and performance evaluations.
Prepare and present HSE reports, statistics, and KPIs to senior management.
Liaise with regulatory authorities and external stakeholders as required.
Promote a proactive safety culture and continuous improvement initiatives.
Implement and maintain HSE management systems in line with Company ISO 45001-2018 and ISO 14001-2015 certification.
Conduct site risk assessments, Job Safety Analysis (JSA), and task-specific method statement reviews.
Monitor high-risk activities such as working at height, lifting operations, excavation, and confined space entry.
Local Requirements
Valid UAE driving license preferred
Strong knowledge of permit-to-work systems
Experience with HSE software/reporting systems is a plus
Qualifications
Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.
NEBOSH International General Certificate (IGC) required; NEBOSH Diploma preferred.
Membership with Institution of Occupational Safety and Health (TechIOSH/GradIOSH) is an advantage.
Minimum 10+ years of HSE experience in construction, with at least 4-5 years in a senior role within the GCC.
ISO 45001-2018, ISO 14001 auditor certification
Strong knowledge of OSHA guidelines, ANSI requirements
Knowledge of GCC HSE regulations, labor laws, and construction safety standards.
Experience working on large projects (large multicultural workforce, international EPCI contractors, large national energy organizations)
Excellent communication skills in English (Arabic is an advantage).
