Role Summary:
Partner with senior leaders of highly complex, high-impact business units and/or corporate functions to provide HR advisory and support effective people decision-making.
Provide constructive challenge and coaching to leaders on people matters, applying HR frameworks, policies, and best practices
Act as a trusted HR advisor on complex employee and organizational matters within assigned units, escalating sensitive, high-risk, or enterprise-wide issues to the Associate Director
Support the execution and cascading of the HR strategy into departmental plans, ensuring alignment with business priorities and coordination with interfacing functions
Lead the end-to-end performance management cycle for assigned business units, ensuring effective execution in line with DMCC frameworks
Identify high performers, underperformance trends, and succession risks within supported functions and recommend appropriate actions.
Advise on organization structure, spans and layers, role validity & clarity, and capability needs within assigned business units.
Support restructuring, growth, and transformation initiatives by managing people impacts and execution at the unit level.
Partner with Talent Acquisition and the Associate Director – Human Resource Business Partnership on unit-level headcount planning and hiring requirements, in line with approved workforce plans.
Act as an escalation point for high-risk employee relations cases within supported functions, guiding resolution strategies and collaborating with relevant stakeholders, while escalating enterprise-wide or precedent-setting matters to the Associate Director – Human Resource Business Partnership. Support the application of employee relations frameworks by monitoring trends, identifying emerging risks, and coaching leaders on appropriate and compliant people practices
Ensure that all people-related reports for assigned business units are prepared timely and accurately and meet DMCC’s and departmental requirements, policies, and quality standards.
Qualifications:
Bachelor’s degree in Human Resources or a related field from an accredited university.
6-8 years of experience in HR Business Partnering or any related field.
Familiarity with Local Authority regulations and personnel would be an advantage.
Communication Skills (Listening, Verbal, Written)
Language Skills: English Senior proficiency. Arabic preferred.
