The Senior FM Estimation Engineer is responsible for managing and executing the estimation process for Facilities Management (FM) bids and tenders, covering both hard and soft services. The role develops accurate, competitive, and commercially viable cost estimates in coordination with pre-contract, operations, procurement, technical, and management teams.
Key Accountabilities
Own and execute the estimation process for FM bids and tenders, covering hard and soft services, and provide inputs to the overall cost summary.
Review RFP and tender documents, scopes of work, SLAs, KPIs, site survey reports, asset registers, drawings, and related information to identify and define the complete scope of services.
Prepare and issue enquiries and RFQs to specialist subcontractors, service providers, and suppliers for MEP maintenance, cleaning, security, landscaping, pest control, waste management, and other FM services.
Prepare Requests for Information (RFIs) based on tender requirements and queries received from subcontractors and service providers. Coordinate with the Estimation Manager and senior management to obtain and close required clarifications.
Liaise with the Pre-Contract/Bid and Operations teams to validate manpower deployment plans, PPM schedules, asset quantities, operational requirements, and site-specific service needs.
Obtain, review, and evaluate technical and commercial proposals from subcontractors, suppliers, and specialist service providers. Negotiate and establish the final subcontractor and service costs.
Coordinate with cross-functional teams, including Mechanical, Electrical, Soft Services, HSE, Procurement, and Operations, to develop comprehensive and accurate FM cost estimates.
Estimate manpower, consumables, spare parts, tools, equipment, planned preventive maintenance, reactive maintenance, mobilization, and other relevant costs.
Prepare detailed cost estimates and submit them to the Estimation Manager for review, validation, and approval.
Incorporate post-tender adjustments, scope changes, clarifications, and variations into the costing and pricing models.
Identify and assess value engineering and cost-optimization opportunities, and present recommendations to the Estimation Manager and relevant stakeholders.
Conduct quality checks and self-reviews to ensure estimates are accurate, consistent, complete, compliant with company standards, and submitted within agreed timelines.
Provide regular progress updates on estimation activities, risks, assumptions, and outstanding information.
Support pricing strategy discussions, bid submissions, commercial reviews, client presentations, and management presentations as required.
Qualifications, Experience, Knowledge & Skills
Bachelor’s degree in Mechanical, Electrical, Civil Engineering, Facilities Management, Quantity Surveying, Construction Management, or a related discipline.
Typically 7–10 years of relevant experience in Facilities Management estimation, tendering, bid management, quantity surveying, or commercial management, with at least 3–5 years in a senior estimation role.
Proven experience in preparing cost estimates for integrated FM contracts covering hard services, soft services, or both.
Strong knowledge of MEP maintenance, PPM and reactive maintenance, cleaning, security, landscaping, pest control, waste management, and other FM services.
Experience reviewing RFPs, tender documents, scopes of work, SLAs, KPIs, asset registers, drawings, pricing schedules, and contract requirements.
Professional certifications such as CFM, FMP, RICS, PMP, or equivalent are desirable.
Experience in the relevant country or regional FM market is preferred.
