Job Purpose

The Senior Director, Public Policy – META & India will lead Lilly’s public policy strategy across the Middle East, Turkey, and Africa (META), with additional support for India. This role is responsible for aligning and drafting Lilly’s policy positions, contributing to shaping the external policy environment in high-priority markets to enable access, defend innovation, and drive sustainable growth. Connect and partner with Multilateral Organization’s (WHO, WTO, etc), Think Tanks, Academia to serve affiliate’s needs. Provide strategic guidance and coordinate the “localization” of global policy projects

Key Responsibilities

Regional policy strategy and execution (META primary, India support):

  • Develop and execute a coordinated public policy strategy across META, in alignment with Lilly’s global and hub objectives and in coordination with other functions
  • Monitor, assess, draft policy documents in support of external engagement, engage and respond to evolving policy trends, including:
  • IP
  • HTA and cost containment measures
  • Aggregated tenders and procurement models
  • Industrial and localization frameworks
  • NCD/obesity strategies and digital health integration
  • Partner with functional leaders (Regulatory, Legal, Government Affairs, Access, and Business Units) to anticipate policy risks and shape enablers for access and innovation.
  • In India, provide high-level strategic policy input, contributing to cross-functional initiatives, coordinate and “localize” global policy priorities and projects.


External Engagement And Advocacy

  • Represent Lilly in external policy discussions across META. Support the development of policy partnership with Think Tanks, Academia, International and Multilateral Organizations in support of local business objectives


Internal Strategic Support

  • Serve as the primary policy advisor for META, offering insights, briefings, evidence and guidance to senior leaders and internal teams.
  • Support executive engagements with external stakeholders through the preparation of strategic talking points, background materials, and policy positioning.
  • Help shape internal understanding of policy dynamics in META and India, with attention to geopolitical shifts and trade implications.


Experience And Qualifications

  • Minimum 15 years of experience in public policy, healthcare policy, or government affairs, preferably in the pharmaceutical, biotech, or life sciences sector.
  • Proven policy expertise across multiple META countries.
  • Familiarity with India’s policy environment (preferred)
  • Demonstrated ability to develop and advocate for policy positions that reflect both business and public health priorities.
  • Strong analytical, writing, and influencing skills with a track record of working across complex stakeholder ecosystems.


Education

  • Advanced degree in public policy, law, health economics, international relations, pharmaceutical sciences, or related disciplines.

  • Strategic thinker and team player with high integrity and a collaborative mindset.
  • Willingness to travel within META and India and internationally as required.
  • Fluent in English; proficiency in Arabic is a plus.
