Position Overview:
The Resident Engineer – Infrastructure is responsible for overseeing the construction, installation, testing, and commissioning of utility infrastructure works on site. This role ensures that all works related to water, wastewater, stormwater, power, telecoms, gas, and associated civil infrastructure are executed in accordance with the contract documents, design intent, relevant codes, and project quality, safety, and schedule requirements.

What Youll Be Doing

Project & Site Management

  • Act as the primary onsite representative for all utilities and infrastructure-related works.
  • Monitor day-to-day construction activities to ensure compliance with approved drawings, specifications, and method statements.
  • Coordinate interfaces between different utility disciplines (wet and dry services) and with roads, structures, and other civil works.
  • Review and approve contractor’s shop drawings, materials, method statements, Inspection and Test Plans (ITPs), and technical submittals related to utilities.
  • Participate in constructability reviews and propose solutions to design and site issues.


Technical Oversight

  • Supervise installation of utility networks including potable water, firefighting, irrigation, sewerage, stormwater drainage, district cooling, electrical networks, street lighting, ICT/telecoms, and gas (as applicable).
  • Review and verify hydraulic calculations, capacity checks, and network layouts where required.
  • Ensure proper alignment, levels, clearances, protection, and separation of utility services in accordance with standards and authority requirements.
  • Oversee testing and commissioning processes for all utility systems and ensure documentation is complete and compliant.


Quality Assurance & Compliance

  • Implement and monitor the project’s quality control procedures on all utility works.
  • Conduct regular inspections, prepare non-conformance reports (NCRs), and follow up on corrective actions.
  • Ensure compliance with local authority standards, regulatory requirements, and international codes of practice.
  • Verify as-built drawings, operation and maintenance manuals, and other handover documents for completeness and accuracy.


Health, Safety & Environmental (HSE)

  • Promote a strong safety culture and ensure that all utility works are carried out in accordance with the project HSE plan.
  • Participate in HSE audits, toolbox talks, and incident investigations as required.
  • Identify and mitigate potential site hazards associated with deep excavations, confined spaces, traffic management, and utility crossings.


Stakeholder & Authority Coordination

  • Liaise with client representatives, design consultants, contractors, and third-party stakeholders to resolve technical and coordination issues.
  • Coordinate with local authorities and utility providers for approvals, inspections, tie-ins, and permits.
  • Attend progress, coordination, and technical meetings and provide clear input on utility-related matters.


Documentation & Reporting

  • Maintain detailed site records including inspection requests, test results, site instructions, and correspondence.
  • Prepare periodic progress reports, highlight key issues, risks, and proposed mitigation measures.
  • Support claims and variation assessments through provision of technical input and site records.


What Required Skills Youll Bring

  • Bachelor’s degree in Civil Engineering, or related discipline (Master’s degree preferred).
  • Min 12-15 years’ experience in infrastructure and utilities projects, with at least 5 years in a Resident Engineer or senior site supervision role.
  • Prior experience with local codes, standards, and authority requirements in UAE preferred.
  • Proven experience in managing multi-disciplinary contractors and resolving site issues efficiently.
  • Ability to work under pressure, prioritize tasks, and meet project deadlines.
