Job Title: Quantity Surveyor - Procurement
Key Responsibilities
Manage The Complete Procurement Cycle For
- Main construction contracts.
- Consultancy services.
- Enabling works.
- Nominated subcontract packages (including Aluminum & Glazing, Carpentry &
Joinery, Tiles, Sanitary Ware, Light Fittings, etc.).
- Direct contracts and material purchases.
Prepare, review, and validate tender documentation, including drawings, specifications, Bills
of Quantities (BOQ), scope of works, and commercial conditions before tender issuance.
Float tenders, coordinate with bidders and monitor tender activities to ensure submissions
are received within the required timelines.
Coordinate with Design, Project Management, Contracts, and other internal stakeholders to
address bidder Requests for Information (RFIs), issue tender clarifications in a timely
manner.
Review tender submissions for commercial and technical compliance with tender
requirements.
Verify quantities, measurements, and pricing submitted by bidders against tender drawings,
specifications, and BOQs to ensure accuracy and completeness.
Prepare comprehensive commercial bid evaluations, tender analysis reports, and bid
comparison statements, benchmarking against approved project budgets, cost plans, and
previous awards.
Conduct commercial negotiations with contractors, subcontractors, consultants, and
suppliers to achieve best value while ensuring compliance with contractual, technical, and
commercial requirements.
Draft Letters of Award (LOA), Consultancy Agreements, Letters of Nomination, Purchase
Orders, and other procurement-related contractual documents.
Maintain procurement trackers, tender registers, and procurement reports to ensure
procurement milestones are achieved in line with project schedules.
Evaluate and prequalify new contractors, subcontractors, consultants, and suppliers to
expand and strengthen the approved vendor database.
Identify value engineering and cost-saving opportunities during the procurement stage
without compromising quality, functionality, or project requirements.
Candidate Requirements,
Minimum 5–7 years of UAE experience in a Quantity Surveying/Pre-Contract Procurement
role with a reputable Main Contractor or Real Estate Developer.
Proven Experience In Procurement And Tendering For
- High-rise and mid-rise residential/commercial developments.
- Villas and townhouse developments.
- Mixed-use and master-planned communities.
Strong background in pre-contract quantity surveying, tendering, and commercial
evaluation.
Strong knowledge of pre-contract Quantity Surveying and procurement practices.
Proficient in quantity take-off, measurement, and cost estimation.
Thorough understanding of construction drawings, specifications, BOQs, and contract
documents.
Excellent negotiation and vendor management capabilities.
Ability to manage multiple tenders and meet strict project deadlines.
Excellent communication, presentation, and stakeholder management skills.
Qualification
Bachelor's Degree or Diploma in Civil Engineering.
