Role Purpose
To lead and manage the quantity surveying and commercial function for infrastructure projects, accurate valuations, effective subcontract procurement and administration, timely reporting, and maximised commercial performance from award through final account.
Key Accountabilities· Lead project commercial management: budgeting, cashflow forecasting, and cost-to-complete (CTC) monitoring.
· Review and manage interim valuations, client applications, and payment certification support, ensuring accuracy and timely submission.
· Manage subcontract procurement lifecycle: scope definition, tendering, commercial evaluation, negotiation, award, and contract administration.
· Lead change management: evaluate variations, pricing, VO submissions, and maintain a live variation register with status and impact.
· Coordinate with Planning/Project Controls to align progress measurement, earned value, and delay impacts on costs and entitlements.
· Oversee measurement and quantity take-offs for infrastructure works (earthworks, asphalt, concrete, drainage, utilities, marine elements).
· Control and reconcile procurement commitments, invoices, and payment certificates; ensure compliance with payment terms and documentation.
· Produce monthly commercial reports: cost reports, profit forecasts, risk/opportunity registers, claims/variations summary, and cashflow.
· Support claims preparation with substantiation: rates build-ups, prolongation cost, disruption impacts, and supporting backup.
· Ensure compliance with contract requirements relating to measurement, valuations, retention, bonds, insurance, and final account procedures.
· Lead final accounts: client and subcontractor settlement, reconciliation of quantities/rates, and close-out documentation.
· Develop, mentor, and performance-manage QS team; implement consistent commercial processes, templates, and governance.

Qualifications
· Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or related field
· RICS or equivalent professional certification preferred
Experience
· 10+ years in quantity surveying/commercial roles with at least 3–5 years’ experience in leading a QS team.
· Strong infrastructure experience (roads, utilities, drainage, marine/civil)
· UAE/GCC experience preferred
