What You Need To Know

This role is central to Proserv’s tendering and commercial success, requiring a strong balance of technical understanding, commercial awareness, and bid governance. You will operate in a fast-paced, deadline-driven environment, working closely with Sales, Engineering, and Supply Chain to deliver competitive, compliant, and risk-managed proposals that directly support revenue growth and margin protection, while contributing to continuous improvement in estimating and proposal best practices across the business.

What We Are Looking For

Some of the Key Accountabilities:

The role is responsible for reviewing RFQs, ITTs, and tender documents for complex and semi-complex systems, assessing technical capability, product range alignment, commercial exposure, and overall risk, and providing informed Yes/No bid recommendations. This includes participation in internal Risk Review Board (RRB) meetings and contribution to the overall tender strategy.

The position leads the preparation of complete, compliant, and professional technical and commercial proposals in line with client bid requirements, company quality procedures, and tender deadlines. This includes developing detailed written quotations, compliance and deviation matrices, and ensuring all submissions are accurate, consistent, and issued on time.

A core responsibility is the preparation and validation of technical and commercial cost estimates. This involves generating detailed material take-offs supported by vendor quotations, optimizing equipment and system selections, and preparing realistic final cost models aligned with project scope and risk profile.

The role coordinates closely with Engineering, CAD, Manufacturing, SCM, Production, and Quality teams to develop labor estimates and detailed costing. It oversees and reviews base cost estimates prepared by estimators and proposal teams, ensuring accuracy, completeness, and readiness for management review and approval.

Strong stakeholder engagement is required, including liaison with Sales, Procurement, suppliers, subcontractors, and clients. The role manages technical and commercial clarifications, supports sales presentations and pre-bid meetings, attends internal and client tender review meetings, and participates in bid clarification and negotiation sessions, both locally and internationally.

Following tender submission and award, the role supports contract finalization, structured handover to Projects and Contracts teams, and participation in project start-up meetings. It ensures organized documentation and record keeping, captures post-contract feedback for continuous improvement, supports Expressions of Interest and pre-qualification activities, and adheres strictly to all ethical, HSE, audit, and company compliance requirements.

Education/ Preferred

Qualifications / Skills & Experience

Bachelor’s in Electrical / Instrumentation from reputed University with commanding academic record

Experience/Skills

Essential

  • Minimum 5 Years in case of Bachelors degree holder and 8 years in case of Diploma holder; in Oil & Gas sector dealing with detailed engineering of Instrumentation activities, TBEs, commercial evaluations, project management from small to medium scale projects.
  • Proficiency in preparation/interpretation of P&ID drawings of semi-complex pneumatic / hydraulic control systems / Mechanical packaging units
  • Experience in preparation / review of engineering datasheets of pumps / Instrumentation / Hydraulic / Pneumatic / electrical / PLC components for procurement / approval to client,
  • Sound knowledge of the structural items and their costing
  • Sound knowledge of API 675, ASME Sec VIII Div 1, Roarks & Young, Process Piping ASME B31.3, Valves, Structural items, Instrument tubing, and component selection.
  • Sound knowledge of manual and automated Flow control valves for chemical metering applications
  • Aware of international standards such as Shell DEP, ASME, and BS standard
  • Sound knowledge of various welding techniques
  • Basic awareness of fluid Mechanics / Fluid Engineering
  • Proficiency in AutoCAD software
  • Proven track record within a Control Systems / mechanical packaging equipment environment.
  • Resilient/ Determined/ Interpersonal skills/ Negotiating skills
