Develop, implement, and oversee comprehensive processes to ensure Emirates full compliance with the Civil Aviation Regulatory Psychoactive Substances Management Programme (CAR PSMP) requirements. Work closely with internal teams and regulatory authorities to monitor evolving regulations, offering expert interpretation and guidance on both current and upcoming PSMP standards. Proactively assess and adjust company policies and procedures to mitigate risks associated with psychoactive substance management, while ensuring alignment with industry best practices and regulatory expectations.
Continuously review PSMP related regulations issued by applicable Country Civil Aviation Authorities (GCAA and foreign Authorities) for each station, in order to ensure that the organisation operates at optimum performance within regulatory constraints and make recommendations for changes in Emirates policies to management.
Collaborate with relevant Emirates departments and EGIT to provide clear guidance on the approved Psychoactive Substances Management Programme (PSMP). Ensure alignment with regulatory requirements, company policies, and seamless integration across all functions. Additionally, support the development and maintenance of a robust IT system that meets compliance standards while enhancing business operations and ensuring efficient process integration.
Responsible for the oversight of PSMP service providers by monitoring their performance and service standards, always ensuring that the respective organisational requirements have been met within budgetary and quality standards.
Develop, implement, and manage robust standards and procedures for the Psychoactive Substances Management Programme (PSMP), ensuring alignment with national and international regulatory requirements and company policies. Provide technical expertise in designing and executing a comprehensive PSMP testing scheme that meets operational and business needs while ensuring timely approvals within established regulatory timelines.
Responsible for the oversight of cross departmental processes and support senior management in preparing for the PSMP Working Group and Steering Group meetings by collecting and organising monthly performance data and preparing detailed presentations to effectively communicate key insights and progress.
Report confirmed cases to the relevant authority within the prescribed regulatory timeframe to ensure compliance with safety standards and regulatory requirements.
Qualification
Qualifications & Experience
Degree in Aviation Management, Compliance or Regulatory Affairs
Aviation experience preferably at a supervisory level in flight operations.
Knowledge/skills
A comprehensive knowledge of ICAO Annex 1 and 6, EASA and UAE GCAA Regulations is required.
Understanding or training related to Psychoactive Substance Testing, Occupational Health, or Drug & Alcohol Programs in high-risk industries.
Proven experience managing or contributing to programs related to psychoactive substance testing, substance abuse prevention, or occupational safety in a regulated industry (preferably aviation, healthcare, or oil & gas).
