Strong Experience In Enterprise PMO Framework--MustRole OverviewThe PMO Officer Supports The Bank’s Enterprise PMO Operating Model, Providing Governance, Reporting, And Delivery Controls Across All Business And Technology Initiatives. The Role Ensures That Programs And Projects Across Retail, Corporate, Operations, Technology, Risk, Compliance, Finance, And Support Functions Are Delivered In Alignment With:

  • Approved PMO standards and methodologies
  • UAE regulatory and supervisory expectations
  • Bankwide strategic priorities and risk appetite

The PMO Officer enables senior management to make informed decisions through accurate, timely, and consistent portfoliolevel insights.Alignment to Enterprise PMO Operating ModelThe role operates within an enterprise PMO framework, typically structured as:1. Portfolio Level

  • Consolidated view of all bank initiatives
  • Strategic alignment, prioritization, dependencies, and capacity visibility
  • Regulatory and audit transparency
  • Program Level
  • Governance of grouped initiatives delivering strategic outcomes
  • Dependency and milestone coordination
  • Benefits tracking and risk oversight
  • Project Level
  • Execution tracking against approved scope, schedule, budget, and quality
  • Consistent application of delivery and reporting standards

The PMO Officer Supports All Three Levels, Ensuring Data Integrity And Governance Discipline.UAE Regulatory & Governance ExpectationsThe Role Explicitly Supports Compliance With UAE Central Bank And Local Regulatory Expectations, Including:

  • Evidence of controlled delivery, governance, and accountability across initiatives
  • Traceability of decisions, approvals, and changes for regulatory and audit reviews
  • Transparent tracking of initiatives linked to:
    • Regulatory remediation
    • Supervisory observations
    • Audit findings
  • Alignment with internal risk management, compliance, and operational resilience practices
  • Support for periodic and adhoc regulatory reporting and management attestations
The PMO Officer ensures that delivery governance supports regulatory confidence without being a compliance owner.Key Expectations

  • Support consistent application of the bank’s PMO governance framework
  • Enable transparency and control across all portfolios and programs
  • Ensure management reporting meets executive and regulatory quality standards
  • Coordinate effectively across Business, Technology, Risk, Compliance, Finance, and Operations
  • Proactively identify delivery risks and dependency conflicts

Core PMO & Governance CapabilitiesEnterprise Program & Project Support

  • Support governance of multiple concurrent initiatives across the bank
  • Maintain consolidated plans, milestones, and dependency maps
  • Ensure initiatives align with approved charters and funding decisions
  • Support transitions between project phases and closures

Governance, Risk & Control

  • Apply and enforce PMO standards, methodologies, and templates
  • Support stagegate reviews, steering committees, and management forums
  • Maintain RAID logs and track mitigation actions
  • Ensure documentation and audit artefacts are complete and current

Reporting & Executive Visibility

  • Produce portfolio, program, and projectlevel reports
  • Prepare executive dashboards highlighting:
    • Delivery health
    • Risk exposure
    • Financial and schedule variances
  • Ensure reporting accuracy, consistency, and clarity
Financial & Resource Tracking

  • Support tracking of project budgets and forecasts
  • Monitor vendor milestones and delivery dependencies (where applicable)
  • Support capacity and resource demand tracking
  • Highlight budget or resourcing risks early

Key ResponsibilitiesPMO Operations

  • Maintain the central enterprise project repository
  • Coordinate project onboarding, reporting cycles, and closures
  • Validate data quality before submission to senior management

Stakeholder Coordination

  • Act as a coordination point between:
    • Business Owners
    • Project Managers
    • Technology
    • Risk, Compliance, and Finance teams
  • Track governance actions and follow up on commitments
Delivery Assurance & Continuous Improvement

  • Perform delivery health checks and identify control gaps
  • Support postimplementation reviews and lessons learned
  • Contribute to the evolution of PMO processes and tooling

Tools, Methodologies & Documentation

  • Experience with enterprise PMO and reporting tools, including:
    • MS Project
    • JIRA
    • Confluence
    • Excel & PowerPoint
  • Familiarity with Waterfall, Agile, and Hybrid delivery models
  • Strong documentation skills:
    • Project plans
    • RAID logs
    • Steering packs
    • Portfolio dashboards

Qualifications (Preferred)

  • Bachelor’s degree in Business, Management, Technology, or related discipline
  • PMP, Prince2, Agile, or PMO certifications are an advantage
  • Experience in a UAE bank or regulated environment is strongly preferred
