Job Description

Highly motivated and experienced Officer HSE in the Oil and Gas industry. Responsible for monitoring and ensuring compliance with safety, health, quality, and environmental regulations and standards. Also be responsible for tracking incident frequency rates, conducting audits, assessing risks, and evaluating emergency response readiness. In addition, coordination with clients to ensure compliance with HSE requirements and provide support and guidance to project managers to fulfill their HSE responsibilities. Ensure compliance, Incident management, Conduct audits, Training and awareness, Risk assessment, Emergency response readiness, Environmental performance, Continuous improvement, Legal and regulatory compliance, Site visits and monitoring, Client coordination, Assistance and guidance, Reporting & training.

Strategic

RESPONSIBILITIES

  • Implementing & Compliance with Work Management System (WMS)/PTW system. Review completed Work Permits and maintain records.
  • Implement HSE Assurance program/HSE Plan as applicable. Conducting Risk assessment/JSA & Environmental Aspect Impact for any new activity/new machine/facility, (in consultation with project manager/QHSE manager), wherever required. Maintain the summary of HSE performance as well as first aid cases from site first aid register. Conduct HSE trainings as well as coordinate with head office for any specific training requirement. Maintain Suggestion / Near miss database & communicate them to Senior Manager QHSE after site review. Identify unsafe acts and counsel respective individuals.

Operational

  • Monitor and ensure compliance with safety, health, quality, and environmental regulations.
  • Track and investigate incident frequency rates.
  • Conduct audits and evaluate outcomes. Monitor safety and environmental training program participation and completion rates.
  • Conduct and assess risk assessments. Evaluate emergency response readiness. Collect customer feedback on health, safety, and environmental commitment. Monitor key environmental indicators (energy, waste, emissions, water). Track HSE improvement projects. Ensure compliance with HSE laws and regulations. Conduct site visits to monitor HSEMS implementation. Coordinate with clients to address concerns.
  • Provide guidance to project managers for HSE responsibilities. Conduct inspections for safety code compliance.
  • The specific responsibilities and requirements may vary depending on the organization, project scope, and industry-specific regulations.

People Management

  • Lead, guide, and support the team. Set expectations, communicate goals, and motivate them.
  • Identify training needs and provide relevant programs for skills enhancement. Set objectives, conduct evaluations, and provide feedback for continuous improvement. Foster effective communication and collaboration among team members and stakeholders.
  • Address conflicts promptly and act as a mediator for resolution. Manage resources to support HSE initiatives and ensure the team is well-equipped. Provide guidance and support for professional growth and development in HSE.

Product/Process Improvement

  • Identify opportunities for improvements in HSE practices. Analyze systems and protocols for enhancement. Collaborate with cross-functional teams to implement initiatives. Monitor and track effectiveness of improvements. Seek stakeholder feedback for further enhancements. Conduct evaluations to propose solutions. Stay updated on industry best practices and technology. Foster a culture of innovation and continuous improvement. Review and update policies for compliance. Streamline processes and optimize resource utilization. Recommend cost-effective measures for improvements. Track and report outcomes of initiatives.

Qualifications

Education & Certifications:

  • PREFERRED : Strong knowledge of local, national, and international QHSE laws, regulations, and standards, NEBOSH IGC Level 3, Certification in a relevant field is an asset (NEBOSH, IOSH, OSHA, ISO, etc.) ,NEBOSH IDip Level 6 (Advantage).
  • MINIMUM : Bachelors degree in a related field (Mechanical, Civil or Electrical).

Knowledge & Skill

  • Good inter personal skills, Ability to work independently and as part of a team.
  • Competency in providing HSE trainings.
  • Computer proficiency.
  • Preference - ADNOC approval, Driving License.

Experience

  • PREFERRED :
  • MINIMUM : Minimum of 3 years of experience in HSE in the Oil and Gas industry Strong knowledge of local, national, and international QHSE laws, regulations, and standards.
