Role

The key role of this position is to provide optimised management of the Mechanical and Electrical assets for the Dubai Metro, in collaboration with all the parties and stakeholders. The Mechanical and Electrical Engineering Manager is accountable for:

• the delivery of all assets under his responsibility as per the business KPIs, in conformity with all maintenance schedule and with the required level of reliability, including all sub-contracted activities.
• the improvement of the performance of maintenance teams and the subcontractors (quality, efficiencies).
• the definition, the preparation, the planning of all asset’s repairs, overhauls, obsolescence management under his responsibility.
  
  

• Plan, allocate and manage resources and contracts to provide effective maintenance and technical services to deliver to the expected level of performance defined in the KPIs, for all Mechanical and Electrical under his scope: power supply high and low voltage, Lift Travelators and Escalators, mechanical, electrical and plumbing.
• Organise the team and contractors to deliver first line rapid response services to ensure the expected level of performance defined in the KPIs.
• Responsible for the contract management of all suppliers under his scope: service delivery, KPI monitoring and reporting, conformities, competencies, billing, etc.
• Ensure that tools, spare parts and other parts are requested and procured in line with the different maintenance activities.
• Manage his team to ensure that all activities within his scope are covered and efficiently managed.
• Responsible for the development of his team and all the staff with best managerial practices, training, and any relevant activity.
• Ensure a high level of cooperation with all parties and stakeholders (Operations, MILS, CAME, maintenance departments, contractors, RTA Engineers and other representatives) through cooperative spirit, anticipation, guidance, pro-active preparation of meetings, training, etc.
• Ensure the update of all documents and procedure necessary to improve efficiency, quality, HSE and customer requirements, within the defined processes
• Ensure data quality and improvement of data collection in MMS and other Mechanical and Electrical.
• Responsible for all environmental topics related to Mechanical and Electrical.
• Support and implement all programs for improvement of efficiencies and the delivery of Committed Obligations: Asset Management Certification and all asset management activities, maintenance standards and operational excellence, maintenance cost modelling, etc.
• Responsible for the financial performance of his activity, through budgeting, respecting budget, proposing and implementing efficiencies (manpower, maintenance, spare spending).
• Carry out 24-hour on-call responsibility for incidents and emergency within its department.
  
  

• Must be a skilled manager in communicating, motivating and developing staff;
• Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
• Ability to think laterally and analyse and assess a range of information;
• Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets;
• Hold a valid driving license with good driving skills and experience.
  
  

• Must have minimum 15 years of relevant working experience in Mechanical and Electrical maintenance.
• At least 4 years of supervisory and management experience with the ability to manage one or more depots including Mechanical and Electrical maintenance section with an aim to minimise the system unavailability and asset life cycle costs of the Mechanical and Electrical.
• Experience in asset management system and its tools (control and optimise the use of maintenance and technical repositories, follow up and optimisation maintenance budget).
  
  

• Must have degree or high diploma in Electrical or Mechanical engineering discipline or equivalent.
• Professionally qualified with membership of a recognised Engineering institution.
