About The Role

As an Inspector, Aviation Security System, you will play a critical role in protecting the integrity and resilience of New Zealand’s civil aviation security system. Exercising the Director of Civil Aviation’s regulatory oversight functions, you will provide assurance that aviation security measures are implemented effectively, proportionately, and in accordance with legislative and regulatory requirements.

You will undertake core regulatory activities across certification and monitoring pathways, working with aviation participants to ensure compliance with civil aviation security rules and New Zealand’s National Civil Aviation Security Programme. Through risk‑based, intelligence‑led oversight, you will contribute to safeguarding civil aviation against acts of unlawful interference, in the interests of public safety and national security.

In this role you will:

  • Deliver certification, monitoring, and compliance activities for aviation participants with security responsibilities, ensuring they meet applicable civil aviation security requirements.
  • Conduct risk assessments, audits, inspections, and other assurance activities to assess the effectiveness of aviation security controls and systems.
  • Determine appropriate regulatory findings, interventions, and corrective actions, and monitor their implementation.
  • Apply technical knowledge of international and domestic aviation security standards to provide clear, consistent guidance and influence participant behaviour.
  • Contribute to regulatory stewardship and continuous improvement by identifying system vulnerabilities, recommending enhancements, and supporting policy, rulemaking, and guidance development.
  • Build and maintain effective working relationships with aviation participants, stakeholders, and internal Authority teams.


What You’ll Bring

You will bring strong analytical capability, sound judgement, and a professional regulatory mindset, with a demonstrated commitment to protecting the public interest. You will be comfortable operating in complex environments, making defensible decisions, and engaging constructively with regulated entities.

To be successful, you will need:

  • Demonstrated experience in conducting complex audits and inspections, applying risk and assurance principles, and working within government or regulatory environments.
  • Working knowledge of operational procedures and regulatory requirements pertaining to aviation security for one or more of the following aviation security sectors: aircraft operators, aerodromes, regulated air cargo agents or air traffic service organisations.
  • Strong relationship management and influencing skills, with the ability to engage credibly and professionally across a range of stakeholders.
  • Experience applying formal risk management frameworks, such as Security Management Systems, and assurance principles to support sound decision making.
  • Excellent written and verbal communication skills, including the ability to prepare clear, evidenced based reports and recommendations that influence stakeholders and can withstand scrutiny.
  • The ability to acquire and maintain a SECRET security clearance. Regular domestic travel is required. Occasional international travel may be necessary.
  • A relevant tertiary qualification (minimum bachelor’s degree) in security studies, public policy, law or a related field, or significant prior and equivalent experience.


The salary range for this role is $98,689 – $137,630, with salary offered within this range and generally expected to sit near the mid‑point, commensurate with experience and capability. We are happy to consider candidates based in Auckland, Wellington or Christchurch.
