HSE Officer

Job Description:

The HSE Officer will be responsible for implementing and monitoring all Health, Safety, and Environmental requirements at the construction site in line with UAE regulations, RTA standards, and company HSE policies. The role ensures safe execution of all activities, accident prevention, and environmental protection throughout project operations.

Key Responsibilities:

• Conduct daily site inspections and report unsafe acts, conditions, and near-misses.
• Ensure full compliance with the Dubai Municipality Code of Construction Safety Practice, RTA MSTG, and project HSE Plan.
• Deliver toolbox talks, inductions, and awareness sessions to workers and supervisors.
• Monitor permit-to-work systems for excavation, confined space, hot work, and lifting operations.
• Participate in incident investigations, prepare reports, and ensure corrective/preventive actions are implemented.
• Coordinate with site engineers and subcontractors to ensure safe work methods and risk assessments are followed.
• Maintain HSE documentation including inspection reports, risk assessments, and training records.
• Ensure proper use of PPE and enforce discipline at work areas.
• Assist in emergency drills, fire prevention, and environmental protection measures.

Candidate Requirements:

• Education: Diploma or Bachelor’s Degree in Engineering / Environmental / Safety discipline.
• Certifications: NEBOSH IGC (mandatory); OSHA / IOSH / First Aid / Fire Safety certificates preferred.
• Experience: Minimum 3–8 years of experience in construction or infrastructure projects within the UAE or GCC.
• Knowledge: Familiar with RTA, DM, and UAE Fire & Life Safety Codes.
• Skills:
• Strong observation and reporting skills.
• Ability to communicate effectively with multinational workforce.
• Competence in Microsoft Office (Word, Excel, PowerPoint).
• Language: English is required; Urdu/Hindi/Arabic is an advantage.
