Job Description
We are seeking a highly skilled and experienced HSE Engineer to join our team in the UAE.
The ideal candidate shall possess a strong background in HSE practices within the building construction sector (Villa & High-rise buildings) and demonstrate the ability to manage HSE requirements across multiple projects.
Roles and Responsibilities
Development, review and update of a Health, Safety and Environment Management Plan.
Develop and deliver a monitoring schedule including tours, inspections and audits of the site.
Develop a competency framework, including a training matrix, record and plan for the team.
Lead weekly formal Health and Safety inspections, workshops and meetings as required, and raise and verify close-out of observations and actions identified.
Chair weekly Health and Safety meetings with the contractor’s Health and Safety and management teams.
Ensure the implementation by the contractor, subcontractors, suppliers, and vendors working under the supervision contracts in line with the requirements set in: HSE policy, HSE Management System Plan/Procedures, General conditions of construction contracts, legal and other requirements
Ensure construction Health and Safety plans are in place for each contractor before construction begins.
Review, approve and verify the implementation of the contractors Health and Safety plans, method statements and risk assessments (MS/RA) and all other deliverables.
Ensure that the contractor provides a sufficient number of competent Health and Safety professionals to satisfy both legal and employer requirements.
Communicate and ensure onward communication of the Health, Safety and Environment Policy, employer requirements, objectives, standards and goals as well as hazard, risk and controls information to all contractors and personnel working under the supervision.
Carry out Health and Safety pre-start kick-off meetings with contractors as per the employer’s agendas and requirements.
Attend contractor meetings, be provided with minutes of, or chair any meetings as required to ensure the fulfilment of the contractual requirements.
Interface with contractors’ and employers’ Health and Safety departments.
Provide leadership, direction, guidance and technical assistance to the contractors in relation to the Health and Safety requirements and standards as required.
Ensure the suitability and ongoing availability of security, traffic management, logistics and emergency arrangements.
Support the project managers and design consultant in delivering the required Health and Safety standards and performance, and ensuring ongoing communication of any design issues.
Continuously monitor and review the Health and Safety performance of the contractor and their supply chain, regularly appraise their effectiveness, making sure that any Health and Safety nonconformances are rectified on time or escalated and that appropriate protective and preventative controls are maintained at all times.
In the case of a lack of safety control and imminent risk of injury or continual failure to address unsafe act/condition, issue a suspension of work instruction under the contract.
Ensure that all accidents/incidents and near misses are reported and investigated in accordance with the employer’s protocols. Review and approve reports and provide technical support, guidance and recommendations as required.
Report to the employer and Head Office regularly on the Health and Safety performance, including submittal of a monthly Health and Safety report.
Ensure contractors develop and implement reward and recognition schemes.
Ensure the contractor produces a Health and Safety file as per the employer’s requirements.
Qualifications
Education
Bachelor’s degree in occupational health and safety, Engineering, or a related field.
Level 5/+ Qualification in Occupational Health and Safety (NEBOSH Diploma, IOSH Level 5, NVQ Level 5, OTHM Level 6, BSC Diploma, etc.)
Registrations/Certifications
CM/Cert.-IOSH, CSP, CRSP, MIIRSM or Equivalent.
ISO 45001:2018 Lead Auditor
Experience
Minimum 12 years of experience in the Building Construction Industry ( Villa/High-rise Building).
Previous experience as a Supervision Consultant is an advantage.
Additional Information
The candidate shall possess a valid UAE driving licence and own vehicle.
