The HSE Construction Safety Engineer is responsible for ensuring safety compliance across all construction and infrastructure works carried out under RAKEZ jurisdiction. The role monitors contractor safety practices, verifies implementation of approved HSE plans, and conducts risk assessments and site inspections. The HSE Construction Safety Engineer works closely with project teams, site supervisors, and external contractors to enforce regulatory compliance, minimize risks, and promote safe work environments during the execution of civil, MEP, and structural works.
CORE RESPONSIBILITIES
Site Safety Monitoring & Enforcement:
Conduct daily site visits to monitor compliance with safety procedures, permit conditions, and RAKEZ-approved method statements and risk assessments.
Identify unsafe behaviors, conditions, or non-compliance and initiate immediate corrective action or escalate to the Director of Permits & Regulations as needed.
Verify the use and certification of scaffolding, lifting equipment, access platforms, and fall protection systems on active job sites.
Contractor & Project Oversight:
Review contractor HSE plans and tool-box talks to ensure alignment with RAKEZ and regulatory safety requirements.
Monitor compliance of subcontractors and vendors with approved safety procedures during construction, demolition, excavation, and fit-out activities.
Support the Director of Permits & Regulations in coordinating safety audits and inspections across multiple contractors operating in the same zone.
Permit & Documentation Support:
Assist in evaluating applications for HSE-related permits (e.g., hot works, confined space entry, excavation).
Maintain up-to-date safety documentation including inspection logs, risk registers, incident reports, and PPE records.
Participate in site handover inspections and safety readiness reviews.
Incident & Emergency Support:
Respond to on-site safety incidents and near misses; provide first-line support and escalate cases to the management.
Participate in incident investigations and assist in root cause analysis for construction-related safety events.
Contribute to execution of emergency drills and fire evacuation plans on active construction sites.
QUALIFICATIONS & OTHER REQUIRMENTS
Bachelor’s degree in civil engineering, Construction Management, Environmental Health & Safety, or a related field is required.
NEBOSH Construction Certificate or General Certificate
OSHA (Construction Industry).
First Aid, CPR, and AED Certification.
Scaffolding Inspector or Work at Heights certification (preferred)
3 to 5 years of experience in HSE roles focused on construction site safety, preferably in industrial, infrastructure, or mixed-use developments.
Strong knowledge of UAE construction safety regulations and international HSE standards (e.g., ISO 45001, ISO 14001).
Familiarity with construction methods, risk assessments, and permit systems (e.g., hot works, confined space).
Ability to identify unsafe practices, issue on-site corrections, and coordinate with multiple contractors.
Comfortable working outdoors on active construction sites and responding to emergencies.
Strong interpersonal skills to influence behavior and promote compliance on-site.
Proficient in MS Office and digital inspection/reporting tools.
