Job Purpose

The Head Talent Development (Films and Production) is responsible for developing the strategy and design and leading the execution of talent development initiatives in Dubai’s film and production industry. This role is responsible for cultivating a robust local talent pipeline through training programs, global partnerships, mentorships, and university collaborations. It ensures that the local creative workforce is equipped to meet global standards while promoting homegrown talent, innovation, and industry relevance. The role holder is expected to demonstrate leadership skills, financial and budget management acumen and carry out his/her duties in accordance with the relevant business policies and procedures.

General Responsibilities

Develop the strategy for Talent Development (Films and Production) to support the overall DMC vision, direction and strategic objectives

Ensure the successful implementation of the strategic vision for Talent Development (Films and Production)to achieve the strategic objectives set out for the Talent Development (Films and Production) and Films and Production in line with DMC’s vision and objectives

Lead the teams within Talent Development (Films and Production) to deliver the objectives set out within the department

Develop and maintain excellent working relationships with Executive Directors, Directors and Heads across DMC, working together when needed to support and deliver the DMC strategy

Develop and manage the Talent Development (Films and Production) budget, working with Finance to secure funds and ensuring proper tracking of the allocated budgets across the team

Ensure monthly KPI reports are generated, shared with the Strategy & Governance Excellence department on time and supported by documentation to aid in capturing and calculating the KPI metrics

Develop talent within the Talent Development (Films and Production) team, focusing on soft skills as well as technical skills development

Ensure compliance with audit findings and reports, implementing necessary changes, policies and risk mitigation strategies to strengthen compliance with local government and global requirements.

Implement digitization strategies where possible, ensuring digital solutions for key processes are applied and utilized to drive higher efficiencies and effectiveness.

Sector Strategy and Planning

Develop and implement a talent development strategy for Dubai’s film and production ecosystem, aligned with sector growth plans and international benchmarks.

Identify and forecast key talent gaps across directing, screenwriting, cinematography, editing, production management, and emerging areas like virtual production.

Set strategic KPIs for all talent programs and evaluate their long-term contribution to the sector.

Advocate for the prioritization of Emirati talent and locally grown talent in program designs.

Liaise with other DMC departments to ensure integration of talent goals into wider media development efforts.

Program Design and Delivery

Oversee the development and delivery of specialized programs including masterclasses, bootcamps, talent residencies, and lab-style production clinics.

Manage recruitment and onboarding of trainers, mentors, and program facilitators.

Ensure program alignment with industry trends such as green filmmaking, AR/VR production, and international co-productions.

Monitor program outcomes including participant satisfaction, employment rates, and upskilling metrics.

Design tiered learning pathways for beginners, mid-career professionals, and emerging experts.

Academic and Industry Partnerships

Build strategic partnerships with universities, film schools, and media institutes to co-design curricula and accredit programs.

Collaborate with production studios to create internship pipelines and apprenticeship programs.

Negotiate joint programs with international film commissions, streaming platforms, and cinema networks.

Create formal pathways from education to employment through structured graduate programs.

Promote global recognition of Dubai-led talent certifications and training credentials.

Mentorship and Internships

Design and lead mentorship programs pairing emerging creatives with seasoned professionals.

Facilitate internship opportunities with local studios and international partners.

Lead the design of awareness campaigns targeting youth, women, and Emirati talent for gaming careers, working with Marketing and Communications for implementation.

Oversee mentorship and internship satisfaction and long-term outcomes.

Monitoring, Impact and Global Thought Leadership

Track impact of all initiatives through KPIs, surveys, and follow-up studies.

Represent Dubai in global film education summits and networks.

Contribute case studies and white papers on talent development to industry platforms.

Promote Dubai’s talent ecosystem through campaigns, awards, and showcases.

Stay abreast of global training trends and emerging roles in media to keep programs future-ready.

Interaction

Internal:

  • Work closely with Director Film and Production to align on strategic vision and strategies across Film and Production, and specifically for the Talent Development (Film and Production) department.
  • Collaborate with Business Development (Film and Production) and Investment & Projects (Film and Production) for integrated ecosystem support for film and production businesses.
  • Coordinate with Marketing & Communications for talent program promotion and visibility campaigns
  • Collaborate with Executive Directors, Directors and Heads across the Media Development Sector, as well as other Sectors and departments within DMC to achieve shared objectives and the DMC vision.
  • Collaborate with Corporate Support for procurement, finance and human resources needs across projects, partnerships and collaborations, and internal employee needs.

Qualifications

Experience Required

Functional Experience

  • 8+ years in film/media education, talent development, or industry workforce programs
  • Experience managing high-profile training collaborations with global partners

Leadership/Supervisory

  • Minimum 5 years leading and managing teams
  • Demonstrated ability to lead multi-functional teams
  • A minimum of 3 years managing a budget

Education and Qualification Required

  • Bachelor’s or Master’s degree in Film, Education, Media or similar field
  • Training certification or education design background is a plus
