WSP is seeking an experienced Head of Transport Planning & Mobility – Middle East to provide strategic, technical, commercial, and people leadership across the region. Based in Dubai, the role will lead and grow WSP’s transport planning, traffic engineering, and integrated mobility services across the Middle East, supporting major infrastructure, urban development, smart cities, and sustainability‑led programmes.
The role will shape the regional vision for transport planning and mobility, align with WSP’s global strategy, strengthen client relationships with key public and private stakeholders, and ensure the successful delivery of complex, multidisciplinary projects across the Middle East.
Responsibilities
Strategic Leadership & Vision
Develop and drive the regional Transport Planning & Mobility strategy, aligned with WSP Middle East and global transport objectives.
Position WSP as a market leader in transport planning, integrated mobility, and future‑ready transport solutions.
Anticipate emerging trends such as net‑zero transport, smart mobility, MaaS, autonomous transport, active travel, and transit‑oriented development, and embed them into regional offerings.
Represent WSP at senior client meetings, industry forums, conferences, and with government stakeholders.
Regional Team Leadership & Development
Lead, mentor, and inspire a multi‑country team of transport planners, traffic engineers, mobility specialists, and data analysts.
Set clear objectives for regional discipline leads and ensure consistent technical quality and delivery excellence.
Drive talent attraction, succession planning, and capability development across the Middle East.
Foster a collaborative, inclusive, and high‑performance culture aligned with WSP’s values.
Promote cross‑discipline working with rail, highways, bridges, advisory, ESG, digital, and urban development teams.
Client Relationship Management
Act as senior client sponsor for key public‑sector and private‑sector clients.
Build long‑term trusted relationships with ministries, authorities, developers, operators, and investors.
Support and lead major client engagements including:
Transport authorities and municipalities
Ministries of Transport and Infrastructure
Master developers and PPP consortia
Private developers and investment funds
Business Development & Market Growth
Lead regional business development initiatives, including market entry strategies, client targeting, and service diversification.
Provide leadership on major bids and tenders, including pursuits, win themes, pricing strategies, and interview presentations.
Grow market share within priority sectors such as:
Urban mobility & land‑use integration
Mega‑developments and giga‑projects
Public transport and rail planning
Aviation and port‑related access planning
Active travel and demand management
ITS and Smart Mobility
Contribute to revenue growth, margin performance, and pipeline development.
Technical Oversight & Quality Assurance
Provide technical oversight and governance for complex and high‑profile projects.
Ensure regional delivery follows WSP global standards, best practice, and local authority requirements.
Act as a technical authority on major transport planning and mobility issues, supporting project teams where required.
Champion innovation in modelling, analytics, digital delivery, and decision‑support tools.
Project Delivery & Commercial Management
Full ownership and accountability of the discipline P&L, including related KPIs and targets.
Oversee the successful delivery of regional projects, ensuring:
Technical excellence
Programme and budget control
Risk management and mitigation
Client satisfaction
Support project directors and managers in resolving delivery challenges and contractual matters.
Ensure compliance with WSP’s HSEQ, commercial, and ethical standards.
Qualifications
Degree in Transport Planning, Civil Engineering, Urban Planning, or a related discipline.
Professional chartership (e.g. CIHT, TPS, ICE, RTPI or equivalent).
15+ years’ experience in transport planning and mobility, with a strong track record in the Middle East.
Proven leadership experience managing large, multidisciplinary teams across multiple geographies.
Experience working on multi-discipline mega‑projects, transport master plans, smart city programmes, Vision‑led national strategies (e.g. Vision 2030) in the region.
Experience with digital transport modelling, mobility platforms, and data‑driven planning.
Demonstrated success in winning and delivering major transport projects.
Strong commercial acumen with experience managing P&L, bids, and client frameworks.
Excellent communication, leadership, and stakeholder management skills.
Strategic thinker with a growth mindset.
