As we continue to scale, we are seeking a Head of HR to lead and manage the full HR function, ensuring operational excellence, strong workforce planning, and a high-performance, guest-centric culture across all locations.
Role Overview
The Head of HR will oversee and manage the HR function across the Family Entertainment Centre business in the UAE, ensuring effective workforce planning, high-volume recruitment, strong employee engagement, and full compliance with UAE labour and immigration requirements. The role will support a performance-driven, guest-focused operational environment across all venues.
Key responsibilities:
HR Strategy & Workforce Planning
- Develop and execute HR strategies aligned with overall business objectives and growth plans
- Lead manpower planning based on seasonal demand, footfall trends, and expansion requirements, ensuring optimal workforce allocation across all venues
- Act as a strategic partner to senior leadership on organizational design, workforce planning, and structure
- Support the development of a scalable HR framework to accommodate business growth and operational complexity
Talent Acquisition & Onboarding
- Oversee high-volume recruitment for frontline and operational roles, ensuring timely and efficient hiring across all venues
- Develop and strengthen recruitment strategies and pipelines to support ongoing and seasonal staffing needs
- Ensure a structured and efficient onboarding process, including documentation, orientation, and coordination of training programs
- Work closely with department heads to align hiring plans with operational requirements and workforce targets
Employee Relations & Engagement
- Drive initiatives to enhance employee engagement and retention within a high-turnover, operational environment
- Develop and implement programs that strengthen team morale, communication, and overall employee experience across venues
- Manage employee relations matters, including grievances, disciplinary actions, and conflict resolution, ensuring consistency and fairness
Training & Development
- Design and implement training programs focused on customer service, safety, and operational excellence across all venues
- Develop structured learning and development frameworks to support frontline performance and operational standards
- Support leadership development initiatives and succession planning across key roles
UAE Labour Law & Compliance
- Ensure full compliance with UAE Labour Law and regulations set by the Ministry of Human Resources and Emiratisation (MOHRE)
- Oversee visa processing, labour contracts, renewals, and employee documentation, ensuring accuracy and timeliness
- Maintain up-to-date knowledge of regulatory changes and ensure policies and practices are aligned accordingly
- Establish and enforce HR policies, procedures, and internal controls to support compliance and audit readiness
- Work closely with PROs and relevant stakeholders to ensure efficient handling of all government-related processes
Payroll & Compensation Management
- Oversee payroll processes in compliance with the Wages Protection System (WPS), ensuring accuracy, timeliness, and adherence to regulatory requirements
- Develop and manage compensation and incentive structures aligned with market benchmarks and business objectives
HR Operations & Policies
- Establish and standardize HR policies, SOPs, and systems across all locations to ensure consistency and efficiency
- Maintain accurate HR records, reporting structures, and documentation, ensuring full audit readiness
- Implement and optimize HR systems and tools to improve process efficiency and data visibility
- Ensure alignment of HR practices across venues while supporting operational requirements and business growth
Performance Management
- Implement and manage performance management systems aligned with business KPIs and operational objectives
- Drive a performance-driven culture with clear accountability, measurable outcomes, and continuous improvement
Emiratization & Localization
- Support and drive Emiratization initiatives in line with UAE government mandates and organizational targets
- Develop and implement programs to attract, retain, and develop UAE national talent
Health, Safety & Compliance
- Ensure adherence to health and safety regulations across all venues, particularly within guest-facing and child-centric environments
- Partner closely with Operations to maintain a safe, compliant, and well-controlled workplace
- Support the implementation and enforcement of health, safety, and hygiene standards in line with regulatory requirements and internal policies
Vendor & Outsourcing Management
- Manage relationships with recruitment agencies, manpower suppliers, and training vendors, ensuring alignment with business needs
- Ensure cost efficiency while maintaining quality and reliability of outsourced services
Key Performance Indicators (KPIs)
- Monitor and drive improvements in time-to-hire and recruitment cost efficiency
- Track and manage employee turnover and retention rates across all venues
- Measure employee engagement levels and implement actions to enhance workforce satisfaction
- Ensure compliance standards are met, with strong audit results and minimal risk exposure
- Maintain high levels of payroll accuracy and timeliness in line with WPS requirements
- Achieve Emiratization targets in accordance with UAE regulatory mandates
- Track training completion rates and evaluate the effectiveness of learning and development initiatives to support operational performance
Qualifications & Experience:
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
- 8–12 years of HR experience, with at least 5 years in a leadership role.
- Experience in retail, hospitality, or entertainment sectors preferred.
- Strong knowledge of UAE Labour Law and HR compliance frameworks.
