Job Description
Role Purpose
To lead and manage the Aviation Economics Section by directing the collection, validation, and analysis of aviation economic data, developing forecasting models and economic impact assessments, and producing evidence-based insights that support sector planning, investment decisions, and sustainable aviation growth in Dubai. The role ensures the quality, integrity, and strategic relevance of the sections economic intelligence outputs, supports policy-ready analysis in alignment with Dubais economic agenda, and contributes to strengthening DCAAs capacity as an informed and data-driven regulator and sector enabler.
Key Responsibilities/Duties
- Functional:
- Aviation Economic Data Collection & Governance
Lead the collection, validation, and quality assurance of aviation economic data — including passenger traffic, cargo volumes, revenues, trade indicators, and sector growth metrics — from airlines, airport operators, and relevant data sources. Establish and maintain robust data governance practices to ensure accuracy, consistency, and reliability of all data used for internal reporting, external submissions, and regulatory purposes.
- Economic Analysis & Sector Performance Reporting
Direct the analysis and interpretation of aviation economic data to assess sector performance, growth trends, and aviations contribution to Dubais GDP. Prepare periodic and ad-hoc analytical reports for the Department Director and senior leadership, ensuring outputs are clearly structured, evidence-based, and decision-ready. Operate and maintain the aviation economics dashboard on the DCAA-Hub platform, ensuring timely updates and data accessibility for authorized stakeholders.
- Forecasting & Economic Scenario Modelling
Develop and maintain economic forecasting models to assess the impact of key variables including fuel price fluctuations, global market conditions, customs policies, and demand cycles on Dubais aviation sector. Produce scenario-based projections to support the Department Directors planning, regulatory positioning, and contingency decisions.
- Economic Impact Assessment
Conduct structured impact assessments of significant internal and external developments affecting the aviation sector, including regulatory changes, market shifts, and major investment proposals. Provide scenario-based analysis and findings to the Department Director to inform decision-making and sector planning.
- Investment & Sector Growth Support
Support investment and expansion decisions in civil aviation projects by producing economic assessments, sector performance benchmarks, and growth opportunity analyses. Monitor economic performance indicators relevant to aviation investment and coordinate with relevant Dubai government entities including the Department of Economy and Tourism on the economic contribution of aviation to the broader tourism and trade ecosystem.
- Aviation Research & Studies
Lead and coordinate aviation economic research initiatives in collaboration with universities, research centers, and industry institutions to analyze emerging trends, assess the future of civil aviation economics in Dubai, and contribute to evidence-based sector development. Ensure research outputs are translated into practical recommendations for the Department Director.
- Technical Stakeholder Coordination & Data Exchange
Coordinate with GCAA, Dubai Airports, Dubai Statistics Centre, airlines, and relevant government entities at the technical and working level to exchange data, align methodologies, and support the sections analytical and reporting functions. Propose plans for sourcing and updating aviation statistics and information in line with evolving sector needs.
Ensure the sections economic analyses and outputs are aligned with Dubais economic agenda, the Dubai Strategy, and applicable DCAA regulatory frameworks. Participate in the preparation of policies that reinforce Dubais position as a regional and global aviation economic hub, providing the analytical foundation that supports the Directors policy engagement.
- Section Administration & Operational Planning
Prepare and implement the sections operational plan in accordance with DCAAs strategic planning guide, maintain work manuals and procedures, and ensure the sections database inputs are kept accurate and current. Lead team capability development, set clear performance objectives, and foster a culture of analytical rigour, continuous improvement, and institutional accountability.
Performs other tasks assigned that are consistent with the sections mandate and operational responsibilities.
- Managerial:
- Section Strategy and Planning
Lead development and execution of the section’s operational plan, ensuring alignment with sector priorities, governance frameworks, and performance expectations.
- People Leadership and Capability Development
Lead, coach, and develop office staff, setting clear performance expectations, promoting accountability, and supporting capability development in coordination with HR and sector leadership.
- Performance and Quality Discipline
Ensure structured performance monitoring, reporting accuracy, and adherence to quality assurance and governance standards across all office activities.
- Resource and Budget Coordination
Coordinate preparation and follow-up of office-related resource and budget requirements in alignment with sector priorities and institutional financial governance processes.
- Stakeholder and Cross-Unit Coordination
Maintain structured working relationships with sector directors, department heads, and internal governance functions to ensure integration, alignment, and reliable execution of sector governance requirements.
- Governance Culture and Continuous Improvement
Promote a culture of governance discipline, documentation integrity, process consistency, and continuous improvement across office operations and sector coordination activities.
Qualifications
Academic Qualifications
- Bachelor’s Degree in Economics, Aviation Management, Aviation Business, Finance, Statistics, Business Administration, Public Policy, or a related field from a recognized university.
- Master’s Degree in Economics, Aviation Economics, Business Administration (MBA), Public Policy, Finance, or a related discipline is preferred.
Certifications
- Aviation Economics or Aviation Management (e.g., IATA, ICAO or equivalent programs)
- Business Data Analytics or Economic Modelling
- Certified Analytics Professional (CAP) or equivalent data analytics certification
- Financial Modelling and Advanced Statistical Analysis
- Research Methodology and Forecasting Techniques
- Certified Aviation Manager (CAM) – leadership & strategic oversight is an advantage
Professional Experience
- Minimum of 11+ years of progressive experience in aviation economics, economic analysis, financial modelling, statistical analysis, or related fields with a Bachelor’s degree; or 9+ years with a Master’s degree.
- Experience must include:
- Demonstrated experience in economic data analysis, forecasting, and performance reporting within the aviation sector or a regulated industry
- Experience developing economic models, conducting impact assessments, and translating analytical findings into strategic recommendations
- Exposure to cross-government or multi-stakeholder coordination involving economic or statistical data exchange
- At least 4 years in a managerial or supervisory role, leading analytical teams and overseeing economic intelligence or reporting functions
