Organizational Context

The Global Road Safety Partnership (GRSP), hosted by the International Federation of Red Cross and Red Crescent Societies (IFRC), is committed to reducing road crash deaths and serious injuries in low- and middle-income countries. According to the WHO Global Status Report on Road Safety 2023, road traffic injuries remain a major global health and development challenge, claiming approximately 1.19 million lives annually. These deaths disproportionately affect low- and middle-income countries, which account for 90% of fatalities despite having fewer vehicles and less road infrastructure.

Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this crisis.

Road traffic crashes are the leading cause of death among children and youth aged 5–29 years, and two-thirds of fatalities occur among people of working age, causing significant social and economic harm.

The Global Road Safety Partnership works in a number of low- and middle- income countries to reduce road crash deaths and serious injuries. In particular, GRSP supports policy change and implementation on the national and sub-national level through the provision of grants and technical assistance to local civil society organizations and Red Cross Red Crescent-National Societies. GRSP also builds the capacity of road police in a broad range of countries under various road safety initiatives (e.g Bloomberg Philanthropies Initiative for Global Road Safety, World Bank-Global Road Safety Facility, United Nations Road Safety Fund, Asia Development Bank) to strengthen their ability enforce road safety policies.

GRSP’s Road Policing Capacity Building Programme’s objective is to support the ongoing development of road policing agencies in selected cities to effectively and efficiently enforce road safety-related policies utilizing international good practice methods and interventions. GRSP achieves this objective through the provision of targeted technical assistance and capacity building activities, following detailed assessments.

Job Purpose

The role of the Global Road Safety Partnership Consultant - Regional Road Policing Trainer-Latin America is to support GRSP staff in designing and implementation a road policing capacity building programme (training) for police traffic enforcement agencies in selected BIGRS cities and states in Latin America Region. The Regional Road Policing Trainer- Latin America will provide expert support to GRSP’s Road Policing Capacity Building Programme. This support will primarily include designing and delivering training workshops, on-the-ground coaching and mentoring of enforcement officers, and other good practice capacity building activities. Road policing activities will be focussed on good practice enforcement of policies that relate to drink driving, helmet wearing, restraint use, and speed management. In addition, topics such as management skills in a policing context may also be part of the capacity building activities undertaken.

GRSP Is Seeking Regionl Road Policing Trainer- Latin America Who Have Proven Experience In Leading Organisational Delivery Of Road Policing Services At Either a National, State Or Municipal (or Equivalent) Level. The Road Policing Trainer Would Have Demonstrated Experience In Leading a Prevention-based Delivery Model That Is Focused On Road Trauma Reduction, Rather Than a Reactive Emergency Response-based Approach. Successful Candidates Should Have Experience In Applying:

  • general and specific deterrence road policing strategies;
  • research-driven road policing practices;
  • systems to monitor and measure performance and impacts upon road trauma;
  • coordination of road policing with public education campaigns; and,
  • an ability to successfully establish and build partnerships with high level road police and other relevant stakeholders
  • management principles and practices in a policing context


Job Duties And Responsibilities

The Regional Road Policing Trainer- Latin America will work directly with, and at the direction of the GRSP CEO, the GRSP Senior Manager, the GRSP Road Policing Capacity Building Programme Manager(s) and the GRSP Senior Officers (road policing). Regional Road Policing Trainer- Latin America is expected to ensure that all work is delivered according to globally recognized good practice in road policing and with local road policing context and environment taken into account.

The Key Responsibilities Of The Road Policing Trainer Include:

  • Becoming familiar with the social, political, legal and economic environments of specific target communities in order to inform a locally relevant capacity building programme;
  • Preparing and delivering good practice workshops in road safety policy enforcement;
  • Coaching and mentoring of road police through on-site observation and follow-up discussions;
  • Providing written feedback, suggestions, and guidance to road policing agencies;
  • Liaising with government and non-government organizations as required to engage in road policing activities;
  • Remaining up-to-date on global social, political, legal, and economic environments that will impact road policing;
  • Working collaboratively with GRSP partners and key stakeholders to share information and ensure maximum programme impact.


These are generic duties and responsibilities for Regional Road Policing Trainer- Latin America. Upon commission of consultant services, specific Terms of Reference (TOR) will be provided. TORs will include specific project objectives, desired outcomes, consultancy outputs and method of delivery.

Education

Required

  • Advanced training in a key areas related to road policing excellence.


Preferred

  • Bachelor’s degree in political science, public administration, social sciences or a related field.


Experience

Required

  • A minimum of six years working experience in road policing.
  • Experience:
    • in applying practical road policing tactics and interventions
    • in applying general and specific deterrence principles to road policing strategies;
    • in applying research-driven and evidence-based road policing practices;
    • in coordinating road policing activities with public education campaigns; and supporting strategies for working partnerships with high-level road police and other relevant stakeholders.
  • Proven experience in leading organisational delivery of road policing services at either a national, state or municipal (or equivalent) level.
  • Expert familiarity with the political system in-country and understanding of the complex formal and informal relationships that go into policymaking and enforcement of those policies.
  • High degree of demonstrated competence working collaboratively in networks or coalitions to create shared vision and set complementary work objectives to reduce death and serious injury on the roads.
  • Experience developing and delivering international best practices capacity building workshops in road policing.
  • Ability to travel and work internationally.

  • Strong organizational skills.


Languages

Required

  • Fluent spoken and written English.
  • Fluent spoken and written Spanish.


Preferred

  • Good command of another IFRC official language (French or Arabic).
