Manage, monitor, and control the flight dispatch and flight following functions of the Network Control Centre (NCC) in order to exercise operational control over all Emirates flights as per the legal requirements of ICAO Annex 10, UAE Civil Aviation Regulations (CARS) 1 and Civil Aviation Advisory Publication (CAAP) 17, the latter covering the Flight Dispatch License. Have overall responsibility for operational contingency plans, to ensure irregular operations and diversions can be recovered safely and efficiently. Act as the liaison with outside agencies, such as Central Flow Management Unit (CFMU), Air Traffic Control (ATC) on a daily basis to optimise routes and departure sequence in order to minimise operational problems and avoid flight diversions.
Job Outline
Cost optimization for mission profiles for all Emirates flights, to achieve the objectives and financial details as per Annex Furthermore ensure that all Emirates flights will at all times remain inside a legal regulatory and a safe operational envelope, taking into account the diverse operational environment and areas, as well as the technical aspects of operations under Minimum Equipment List (MEL).
Manage a team consisting of Flight Dispatch Examiners, Licensed Flight Dispatchers, Flight Operations Officers and Crew Briefing Coordinators with the aim of exercising operational control according to the UAE Civil Aviation Regulations over the Emirates Fleet. Jobholder will make sure that international regulations and company requirements are adhered to and daily changing company objectives are met.
Ensures that the workload and resources are distributed and managed in a way that all flights are dispatched in line with Emirates On-Time-Performance targets, to meet crew briefing requirements and to ensure that outstation personnel can meet their schedules. The ATC flight plans for those flights within Europe must be filed to Eurocontrol CFMU to allow for optimised slot allocation.
Manage the tactical 'Flight Watch' and 'Flight Following' processes in order to avoid disruption and to ensure that flights continue to operate within the regulatory envelope but also to take advantage of new weather data/route changes that could provide opportunities to shorten a flight in progress and save on costs. Develop and manage plans for any contingencies, such as en-route diversions, that might occur. This is critical for flights that operate on polar or, to and through any 'inhospitable/hostile' areas where resources and support for aircraft, crew and passengers are severely limited. Effective recovery will ensure EK meets moral obligation to customers and crew but also, minimises aircraft rotation disruption and its effect on the overall commercial programme.
Manage diversions through liaison with destination station personnel, and/or handling agents, and/or Air Traffic Control to ensure that the operational handling of the flight is streamlined and necessary assistance for crews is provided. Diversion plans for every on-line and for every en-route alternate which Emirates uses must be maintained by the jobholder.
Analysis of conflicts and strategic planning of departures to improve route economics and improve on-time arrival performance. Collaborative Decision Making with crews and ATC units to achieve the goal of optimal flight levels.
Liaison with ATC and other controlling authorities to ensure that the overall business goals are met. Liaison with engineering planning and maintenance control is essential to a seamless operational environment.
