About Wynn Al Marjan Island:
On schedule to open in the United Arab Emirates in Spring 2027, Wynn Al Marjan Island has been created as an opulent and entertaining beachside destination for discerning guests to play and relax. Located less than 50 minutes from Dubai International Airport, this integrated resort offering 1,530 rooms and suites, 22 restaurants and lounges, a theatre, nightclub, and five-star spa is currently under construction on a picturesque island that gracefully curves into the Arabian Gulf.
General Purpose
Accountable for the ownership and delivery of an enterprise Occupational Health & Safety (OHS) turnkey governance framework for all Wynn Al Marjan Island properties and operations that ensure full regulatory compliance, engenders operational resilience, brand protection, and deliverers program frameworks that inculcate a proactive safety culture across all properties and business units.
Key accountabilities include enterprise regulatory compliance, risk governance, policy and procedure development, strategic planning and business continuity, behavioural safety leadership, incident protocol management process and measurable risk mitigation strategies across high-risk operational environments.
Risk Management
Essential Duties & Tasks:
Oversee enterprise-wide risk assessments, compliance audits, and incident investigations across all divisions, ensuring alignment with UAE regulations, international SHE best practice, and Wynn corporate standards.
Accountable for enterprise risk mitigation, development and deployment of safety performance metrics (TRIR/LTIFR) in ensuring safe work and occupied environments in which the guests, team members, assets, and the Wynn brand are not put at risk.
Direct cross-departmental risk governance initiatives, providing executive oversight and guidance on mitigation strategies relating to life safety, property protection, operational continuity, and brand risk.
Incidents
Direct incident Investigation, investigate accidents, near-misses, and incidents to determine root causes, the implementation of mitigation measures and prepare necessary documentation for management and authorities notification and submission.
Direct incident investigations into accidents, near-misses, and significant events, ensuring appropriate root cause analysis, execute corrective action implementation, and comply with discharging statutory reporting.
Training And OHS Induction
Establish enterprise OHS training strategy and oversee the development and delivery of induction, contractor onboarding, and specialised risk training programs.
Reporting
Provide weekly operational dashboards and formal monthly executive OHS performance reports to the President and senior leadership, including KPI trend analysis and regulatory compliance status.
Compliance
Direct enterprise compliance audits targeting high-risk operational activities, ensuring adherence to statutory dictate, UAE Civil Defence requirements, international standards, and Wynn protocols.
Serve as executive sponsor for emergency preparedness, evacuation planning, and major incident response frameworks in collaboration with Facilities, Security, and executive leadership
In conjunction with the Communications department, develop media content for promotional awareness campaigns and behavioral conditioning safety communication initiatives.
Oversee and validate contractor and vendor safety governance, including Permit-to-Work systems, mobilisation compliance, and high-risk activity controls.
Act as the Wynn Al Marjan executive liaison with federal and local regulatory authorities, including Civil Defence and Municipality bodies, ensuring compliance, audit readiness, and regulatory confidence in Wynn’s safety governance framework.
Provide executive safety oversight during pre-opening, commissioning, and operational readiness phases, validating safe handover of assets and operational systems prior to guest opening.
Contributes to environmental sustainability initiatives, including responsible resource use, waste reduction, and safe end-of-life asset management, aligned with Wynn ESG objectives.
Qualifications / Experience
Bachelor Degree in Occupational Health and Safety, Engineering MSC/Bachelor Degree in conjunction with a NEBOSH Diploma and/or IOSH NVQ 6 or equivalent certification is required.
Demonstrable exposure to high-risk infrastructure and operational interfaces, airport expansion environments and live operational facilities, which reflects an ability to manage safety within sensitive, complex, multi-stakeholder environments Minimum 10 years of experience in at an executive level in Occupational Health & Safety
Certified ISO 45001 Auditor
Experience in implementing documentation formats that are aligned with ISO 9001
Strong knowledge of UAE labor laws and safety regulations.
Strong knowledge of UAE fire life safety regulations
Strong knowledge of International SHE safety guidance
MS Office.
Ability develop content to deliver target training lessons
Excellent communication, leadership, and analytical skills.
