Role Purpose
The Engineer - Infrastructure is responsible for supervising the assigned civil, electrical and MEP assets and hard service maintenance tasks to maintain the integrity of the assigned assets and deliver appropriate level of service to the customers.
Key Responsibilities/Accountabilities
Inspections and Maintenance:
* Conduct site visits for inspecting the state of assigned assets and observing major maintenance tasks
* Administer, inspect, and oversee various projects pertaining to the maintenance, construction and/or operation of drainage and irrigation systems as well as sewage treatment plants
* Supervise maintenance of infrastructure assets including roads, footpath, street lighting, primary and secondary irrigation and fire hydrant networks, sewage, storm water networks, pumping stations and water features to ensure smooth operations and minimum downtime
* Recommend and assist in the implementation of sewage treatment plant goals and objectives (where applicable); establish schedules and methods for facilities operations; implement policies and procedures
* Supervise maintenance of playgrounds and parks in the common areas
* Supervise ongoing projects, check the assets/systems for needed repairs, investigate requests and follow-up on closure. Maintain an updated list of repairs
* Enforce compliance with CAFM System used by Dubai Holding Community Management
* Provide information to the community team, answer questions; investigate complaints and recommend corrective action as necessary to resolve complaints. Manage and attend customer complaints to reach resolution within the key performance indicators (KPI)
* Coordinate with other departments for any issues related to infrastructure maintenance and operation
* Advise community team to issue violation notices once inspection shows major infractions and recommend corrections
* Reserve Fund management and timely update of RFS study and proper utilization in line with RERA regulations
* Emergency response preparedness and mandatory presence on site emergency situations
* Assist the community manager in preparation of budgets
* Ensure statuary regulatory compliance Coordination for Insurance claims in alignment with the process
* Monitor the utilities consumption metering activities to ensure the identification/correction of any anomalies
Service Provider Management:
* Manage vendors / service providers on a day-to-day basis, oversee the performance of contractors and monitor the quality of preventive and reactive maintenance as per contractual terms
* Participate in the tender process in terms of preparing the scope of work and services required and participate in the evaluation of proposals from third parties in conjunction with the Procurement department
* Certify invoices of service providers based on contracted SLA and KPI’s
* Ensure compliance with service providers with the relevant HSE regulations
* Evaluate the quality of performed maintenance activities, document and track the KPI’s in order to evaluate the performance of the service providers
* Provide information and respond to inquiries from service providers, contractors, and authorities regarding the maintenance activities
* Ensure closure of all HSE and infrastructure related service requests
Continuous Improvement
* Highlight additional requirements for improving communities and reducing operational costs such as refurbishment of assets and enhancements to communities. Also implement sustainable initiatives as per DHCM KPI
* Continuously look for opportunities to reduce operational expenses
* Stay up to date regarding the latest trends and methods related to infrastructure maintenance and recommend the most appropriate operation and maintenance practice to the management in order to increase the efficiency and customer satisfaction
Knowledge & Experience
* Minimum Qualification: Bachelor’s or diploma degree in Civil / Electrical / Mechanical Engineering
Experience
* Minimum of 5 years of hard maintenance and infrastructure maintenance experience
* Experience in HVAC system, ASHRAE standards, DM drainage regulations, DEWA LT installation guidelines and Dubai Civil Defense (DCD) regulations for life safety systems
Technical Competencies
* Excellent understanding of technical operations within the construction industry
* Strong knowledge of engineering products and concepts
* Knowledge of MEP construction management and quality monitoring
* Excellent knowledge of interpretation of scope requirements and fee schedules
* Attention to detail
* Business reporting skills
* Excellent project management skills
* Strong communication, interpersonal, negotiation and influencing skills
