Duty Manager IOCC

We're looking for a Duty Manager to join our Integrated Operations Control Center (IOCC) team, based at DWC, Dubai.

The Duty Manager provides tactical operational control over the real-time SolitAir cargo network. The DM manages the shift's workload, leads the response to schedule disruptions, acts as primary liaison for operations, and ensures optimal aircraft rotations and cross-functional departmental integration while maintaining absolute safety and compliance. This is a key leadership role as it deputises for the Head of IOCC during their absence.

Key Responsibilities

• Shift Operational Handover: Ensure an effective, structured, and fully documented shift operational handover process between incoming and outgoing Dispatcher teams and shifts to guarantee complete operational continuity.
• Primary Liaison for Wet-Lease Operations: Act as the primary operational liaison for wet-lease operations, coordinating ground handling, fueling, and airport slots on behalf of the lessor’s flight crew at Dubai and outstations.
• Shift Leadership & Execution: Prioritize and assign shift workloads to guarantee an error-free, safe dispatch environment. Deputize for the Head of IOCC during their absence.
• Collaborative Disruption Management (IRROPS Lead): Lead joint tactical "Disruption Recovery" huddles with MCC, Crew Control, and Cargo Commercial during major delays, technical AOGs, or severe weather to agree on the safest, most cost-effective, crew-legal, and cargo-optimized recovery plan.
• Aircraft Rotation & Maintenance Coordination: Collaborate with MCC on real-time aircraft tail swaps, deferrable defect management, and maintenance planning to minimize commercial schedule impact.
• Crew Resource Preservation: Coordinate directly with Crew Control to manage real-time Crew Flight Duty Period (FDP) limitations, initiate standby crew activations, and secure crew positioning (deadheading) during disruptions.
• Ground Ops & Cargo Synchronization: Liaise with Ground Ops and local GHAs to secure priority airport slots (CTOT), manage ramp handling delays, and resolve warehouse-to-ramp cargo bottlenecks.
• Performance Tracking & Debriefs: Collate and analyze Daily On-Time Performance (OTP) data, delays, post-flight documentation, and captain reports to drive operational reliability.
• Emergency & Incident Response: In the event of an aircraft emergency, activate the Emergency Response Plan (ERP), prepare accurate cargo/dangerous goods/crew manifests immediately, and notify senior management as required.
• SMS & Compliance: Comply with all regulatory and company SMS directives, reporting any potential operational risks or system hazards immediately.
• Stakeholder Support & Continuous Improvement Projects: Contribute specialist input for commercial and network planning; lead or contribute to assigned performance improvement projects.
  
  

• Minimum of an ICAO-recognised Flight Dispatcher licence
• Minimum 5 years experience in airline or cargo operations, flight dispatch or operations control
• At least 2 years leadership and supervisory experience
• Familiarity with Emergency & Incident Response, IRROPS, flight planning systems, weather analysis tools and operational flight documentation.
• Understanding of performance calculations, weight and balance principles and fuel planning methodologies.
• Proven experience in monitoring and improving On Time Performance (OTP)
• Proficient in English (spoken and written)
