Job Overview

We are looking for an enthusiastic and skilled Director, Market Access – MENA to join our tea. This is a unique opportunity to make a significant impact within an organization that values growth, teamwork, and professional development.


What You’ll Do:

  • Lead and shape Eutelsat’s regulatory strategy across the Middle East and North Africa, covering market access, licensing, and compliance for Eutelsat satellite systems.
  • Secure landing rights, authorizations, type approvals, and frequency licenses in alignment with ITU Radio Regulations, standardization organizations and national frameworks
  • Drive licensing and deployment of Eutelsat earth stations and user terminals
  • Engage national regulators, ministries, and intergovernmental organizations to advocate for enabling policy and regulatory frameworks
  • Lead negotiations to enable multi-orbit (GEO + LEO) operations and acceptance of Eutelsat satellite architectures
  • Represent Eutelsat in high-level engagements, regional bodies, and industry forums, including ASMG, ATU, ECCAS, SADC, and ECOWAS
  • Influence regional and international regulatory processes, including WRC preparations and satellite spectrum policy outcomes
  • Manage regulatory relationships and market access activities across multiple jurisdictions within MENA
  • Lead market entry strategies, including licensing roadmaps and execution across priority markets
  • Enable Eutelsat affiliates and stakeholders licensing and ensure compliance with local regulatory frameworks
  • Align regulatory frameworks with Eutelsat’s commercial model
  • Support business units through regulatory risk assessments, contract structuring, and partner negotiations
  • Lead regulatory due diligence for regional investments, including ground infrastructure and service partnerships
  • Monitor regulatory developments, geopolitical dynamics, and policy trends impacting satellite operations
  • Define and implement mitigation strategies for regulatory and market risks
  • Coordinate with legal, spectrum engineering, commercial, and technical teams to ensure alignment with deployment plans
  • Deliver strategic insights and recommendations to executive leadership on regional regulatory and market developments


What You’ll Need:

  • Masters degree in Telecommunication, Electrical Engineering, or related discipline
  • Fluent in English is mandatory and French would be appreciated
  • 5 + years of experience in satellite communications and/or spectrum management (Unión Internacional de Telecomunicaciones)
  • A good understanding of the satellite regulatory environment and the ITU procedures is an asset
  • Strong analytical, problem solving and communication skills
