Role Overview
PURPOSE OF JOB
Act as the Compliance Officer and Money Laundering Reporting Officer (CO/MLRO) of JTC Governance Solutions (DIFC) Limited and as the Compliance Officer and Money Laundering Reporting Officer (CO/MLRO) and Risk Officer (RO) of JTC Institutional Fiduciary (DIFC) Limited.
Main Responsibilities And Duties
Manage regulatory compliance and AML risk management for) JTC Governance Solutions and JTC Institutional Fiduciary(DIFC) Limited This role involves close collaboration with Senior Management and client-facing staff to ensure compliance with regulatory requirements and best practices.
Ensure JTC Dubai and Abu Dhabi entities adhere to all applicable laws, regulations, and industry best practices. In this capacity, you will oversee the implementation and management of JTC Dubai and Abu Dhabi anti-money laundering (AML) and counter-terrorist financing (CTF) policies and procedures. This will cover overseeing the Risk & Compliance teams in Singapore and Mauritius.
Liaise with and provide support to senior JTC Group Compliance functions, contributing to the overall compliance strategy and risk management framework of JTC.
Hold risk and compliance meetings with Senior Management, Risk and Compliance Dept for (AMEA Region), and other relevant colleagues to align expectations, day-to-day practices, policies and procedures; preparing agendas and minutes to document discussions and track progress appropriately.
Investigating and reporting Suspicious Activity Reports (SARs) and transactions for the UAE entities. This includes receiving, assessing, and determining whether external disclosure is required for suspicions raised by company personnel, as well as maintaining a comprehensive Suspicious Activity Report register.
Manage the companies’ compliance framework, ensuring adherence to all regulatory requirements, and acting as the designated Compliance Officer (CO). Serve as the primary liaison between the licensee and regulatory authorities, including the DFSA and UAE FIU, ensuring compliance with AML/CFT laws, policies, and procedures. Other key responsibilities include the effective management and supervision of the firm’s compliance obligations, along with fulfilling all standard duties expected of a CO/MLRO set out below.
REGULATORY COMPLIANCE & REPORTING
Develop, update, and oversee AML manuals, policies, procedures, and processes to ensure compliance with UAE AML laws.
Prepare and submit regulatory reports to the DFSA accurately and within required timelines.
Act as the primary liaison between the company and regulatory authorities, including the DFSA and UAE FIA, ensuring adherence to AML/CFT regulations.
Oversee and ensure respective teams in Mauritius and Singapore is also meeting their respective regulatory requirements and expectations.
CLIENT ONBOARDING & RISK MANAGEMENT
Support client-facing colleagues, Senior Management and Directors with client onboarding, provide guidance to case managers on how to conduct detailed forensic reviews for enhanced due diligence (EDD) on high-risk and PEP relationships, including final sign-off.
Perform, monitor, and review client risk assessments, including annual approvals of high-risk clients and PEPs.
Conduct compliance monitoring tests of KYC records to verify completeness and compliance with local and international regulatory standards.
INTERNAL COMPLIANCE AUDITS & MONITORING
Assist the Board of Directors in planning and executing internal compliance audits, periodic reviews, and ad-hoc compliance-related tasks.
Assist the Head of Group Risk and Compliance in conducting regular compliance audits to ensure adherence to internal policies, procedures, and applicable regulations.
Support the development and execution of a compliance monitoring programme in collaboration with the Head of Global Risk and Compliance.
Assess and monitor the effectiveness of JTC Dubai’s/DIFC compliance programme, providing regular reports to senior management and the board. Ensure teams in Mauritius and Singapore also have an effective compliance monitoring programme in place to meeting their local requirements.
AML/CTF RISK MANAGEMENT & REPORTING
Develop and maintain a risk-based approach to AML/CTF, identifying and assessing risks while implementing appropriate controls.
Conduct regular AML/CTF risk assessments and develop action plans to mitigate identified risks.
Investigate and report suspicious transactions or activities to relevant authorities as required by law.
Maintain detailed records and documentation related to JTC Dubai and Abu Dhabi AML/CTF programme.
Training & Employee Support.
Develop and deliver compliance and AML/CTF training programmes to employees, ensuring awareness of legal and regulatory obligations.
Provide guidance and support to employees on UAE compliance requirements related to trust and company management services.
Collaborate with JTC professionals to integrate compliance requirements across all areas of the company’s operations.
Maintain an effective Compliance and AML Framework across AMEA Region.
RECORD-KEEPING & DOCUMENTATION
Maintain and manage PEP, Sanctions, PI/Complaints/Errors/Breaches/Incidents, and Production Order logs/registers.
Ensure accurate record-keeping and documentation of compliance activities, audits, and regulatory filings.
Essential Requirements
Minimum of 10 years of experience in a Compliance and/or AML/CTF role and/or risk management functions at senior management level.
Previous registrations with the DFSA and/or FSRA as authorised individual for the Compliance, MLRO and Risk management functions.
Professional certification in compliance or AML/CTF (e.g., CAMS, CCP, ICA, or similar).
Knowledge and understanding of concepts and regulatory requirements that are common in the financial services industry.
Strong regulatory knowledge of applicable UAE laws and regulations, including AML/CTF/PFlaws and regulations outlined in the DFSA Rulebook, industry practice within the jurisdiction and to international standards.
Good understanding of compliance requirements and expectations across AMEA.
Practical expertise in handling enhanced due diligence and higher-risk client relationships is essential.
A strong understanding of the operational aspects of corporate services, trust services and fund administration would be highly advantageous.
Hands-on experience managing complex engagements and special situations would be favourable.
