RISE TO THE CHALLENGE

Philip Morris Management Services (Middle East) Ltd (PMMS) is looking for a Sr Specialist Fiscal & Corporate Affairs to join the Corporate Affairs team, reporting to the Sr Manager Corporate Affairs.

The role supports government affairs, stakeholder engagement, advocacy, regulatory monitoring, and fiscal policy matters across the Middle East Cluster, including excise taxation, customs, and related developments, helping advance PMI's business objectives and smoke-free transformation journey.

YOUR DAY TO DAY

Corporate Affairs

  • Support government affairs and stakeholder engagement strategies aligned with business priorities.
  • Build and maintain relationships with government officials, regulators, policymakers, trade associations, and institutional stakeholders.
  • Coordinate engagement initiatives and represent PMI in external meetings, conferences, and industry forums.
  • Monitor political, legislative, regulatory, and public policy developments and assess business impact.
  • Partner with internal and regional teams to identify risks and opportunities and develop policy positions, advocacy narratives, and stakeholder engagement plans.

Fiscal Policy

  • Monitor developments in excise taxation, customs duties, import regulations, and other fiscal measures.
  • Support fiscal modelling and business impact assessments using financial and market insights.
  • Prepare briefing materials, policy papers, and advocacy narratives.
  • Gather market intelligence, benchmark international practices, and support engagement with fiscal stakeholders, including Ministries of Finance and Customs Authorities.

Who We're Looking For

  • Bachelor's degree in Public Policy, International Relations, Economics, Law, Business, Finance, or a related field; Master's degree is a plus.
  • 3-5 years of experience in Government Affairs, Public Policy, Regulatory Affairs, Corporate Affairs, Fiscal Policy, Corporate Finance, or a related field.
  • Strong stakeholder management, advocacy, communication, and relationship-building skills.
  • Ability to translate regulatory, political, and fiscal developments into business insights.
  • Fluent Arabic (spoken, written, and read) is required.
  • Exposure to excise taxation, customs, or fiscal frameworks is an advantage.
