Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network. The Global Road Safety Partnership (GRSP) is a hosted programme of the IFRC and is a voluntary partnership of governments, businesses and civil society organisations working to reduce death and serious injury from road crashes, particularly in low- and middle-income countries.

GRSP delivers grants, policy and advocacy support, capacity strengthening and evidence-based road safety training programmes. Its course portfolio includes leadership, executive and specialist road safety learning programmes delivered in collaboration with international partners, including Johns Hopkins University. GRSP’s road safety grants programme and training courses are funded by Bloomberg Philanthropies under the Bloomberg Initiative for Global Road Safety (BIGRS) and are planned and delivered in close working partnership with BIGRS partner organisations.

Job Purpose

The purpose of this consultancy is twofold:

• to strengthen GRSP’s capacity to plan, coordinate and deliver evidence-based road safety training and education courses in collaboration with Johns Hopkins University under the umbrella of the Global Road Safety Institute; and
• to serve as the GRSP Country Lead for Bangladesh, providing leadership on road safety policy, advocacy, grants management support and capacity building within the country portfolio.
  
  
  

The Consultant will work across global and country functions to support GRSP programme quality, stakeholder engagement and delivery against agreed workplans and donor report and metric requirements.

Job Duties And Responsibilities

Course delivery and training functions

• Coordinate and deliver GRSP road safety education, training and capacity-strengthening programmes grounded in the safe system approach and the available evidence base.
• Undertake day-to-day coordination and liaison with GRSP colleagues, external partners, faculty, speakers and course participants.
• Act as the principal focal point for course implementation partners, including Johns Hopkins University, on assigned programmes.
• Lead or support GRSP’s nomination, outreach and application processes for course participants in coordination with partner organisations.
• Maintain oversight of operational planning and logistics for course delivery, including participant communications, scheduling, briefing materials and real-time support during implementation.
• Contribute to agenda development, session design, speaker identification and learning materials for existing and new GRSP training offers.
• Travel, including to low and middle-income countries, as required to plan, coordinate or deliver training programmes.
  
  
  

Country Lead – Bangladesh functions

• Serve as the primary GRSP focal point for road safety policy, advocacy, grants-related activities and country-level partner engagement in Bangladesh including participation in the Country Task Team.
• Develop, in consultation with BIGRS partners, GRSP managers and technical colleagues, country-based objectives, advocacy strategies and implementation plans for Bangladesh.
• Support the implementation of country strategies, including coordination with grantee organisations, consultants, Red Cross or Red Crescent actors where relevant, and other national partners.
• Provide technical guidance and practical support to organisations working to advance evidence-based road safety laws, policies and implementation measures in Bangladesh.
• Assess policy and legislative gaps, situational context, stakeholder dynamics and opportunities for programme advancement, and recommend adjustments to country strategy where necessary.
• Develop, implement and monitor capacity strengthening plans for grantee organisations and other relevant Bangladesh stakeholders.
• Manage Bangladesh grants processes assigned by GRSP, including support to grantee identification, grant negotiation, implementation monitoring, report review, change requests and close-out actions.
• Maintain effective working relationships with government, civil society, donors, academic institutions and other road safety stakeholders within the Bangladesh portfolio.
• Represent GRSP at relevant meetings, consultations, events and conferences, as requested by management.
• Prepare regular monthly, six-monthly and annual reports on Bangladesh activities and contribute to the identification of suitable Bangladesh participants for GRSP leadership and training programmes.

Key deliverables

• Well-planned, effectively delivered and positively evaluated training courses under the Global Road Safety Leadership Institute, including course coordination, partner liaison and participant support.
• Country-based objectives and advocacy strategies for Bangladesh developed and maintained in consultation with BIGRS partners and GRSP management.
• Timely implementation support to Bangladesh grantees and partners, including technical feedback and portfolio monitoring.
• Regular written reporting on training activities and Bangladesh portfolio progress.
• Practical contributions to agenda development, learning content, stakeholder engagement and programme improvement across GRSP’s training and country portfolio work.
  
  
  

Education

• Advanced university degree (Master's) in Public Health, Road Safety, Transport Planning, Public Policy, International Development, Engineering, Law, Social Sciences, Education, or another relevant discipline.
• A first-level university degree (Bachelor's) with extensive relevant professional experience may be accepted in lieu of an advanced degree.
• Additional professional qualifications or certifications in road safety, project management, adult learning, or capacity development are desirable.
  
  
  

Experience

• At least 5 years of professional experience in road safety, public health, transport safety, policy advocacy, international development, or a related field.
• Demonstrated experience in designing, coordinating and delivering capacity strengthening, training programmes.
• Experience in policy analysis, advocacy and stakeholder engagement related to road safety or public policy.
• Experience managing grants, projects or programmes, including planning, monitoring, reporting and partner coordination.
• Experience working in multicultural and international environments with multiple stakeholders.
• Experience preparing high-quality technical reports, workplans and donor reports.
• Experience working independently while managing multiple priorities and deadlines.

Additional Information

• The Consultant will report to the Manager, Advocacy and Grants Programme, and will work in close coordination with the GRSP Senior Manager and/or Chief Executive Officer on course delivery assignments. Specific tasking and priorities will be agreed through approved workplans and terms of engagement.
• The consultant will ideally be based within the Asia Region to facilitate online meeting times with in-country partners. However, applicants from outside the region who can demonstrate an ability to work effectively with time zone differences will be considered.
• The consultant will primarily operate from their home location and will require excellent internet connectivity to allow them to communicate seamlessly through digital medians. There will be requirements to connect to calls and remote meetings outside normal business hours to accommodate connection with internationally based partners.
• International travel is required from time to time, including travel to low and middle-income countries, subject to operational need and approval.
• The assignment is for a period of 17 months (from August 2026 till end of December 2027). It is anticipated that this consultancy will on average require a minimum commitment of three days per week (up to 240 days for the contract period) for a period of 17 months with a possible extension.
