The Compliance & Contract Officer is responsible for ensuring that all companies within the Deluxe Holiday Homes group operate in line with UAE regulations, applicable AML/CFT laws, and internal policies and documentation standards. The role supports the CEO directly and acts as the central point of contact for all compliance‑related documentation, controls and processes across the group.

Key Responsibilities:

  • Ensure all companies in the group (holiday homes, real estate, cleaning, maintenance, pest control, interior, furniture, brokerage, and related entities) follow unified compliance and document standards.
  • Ensure the group complies with UAE Anti‑Money Laundering and Combating the Financing of Terrorism (AML/CFT) framework, including relevant laws, Cabinet decisions, MOE/CBUAE guidance and sectoral regulations applicable to DNFBPs and real estate activities.
  • Review all new and renewed management agreements and other commercial contracts to confirm they meet DET, RERA, AML/CFT and internal requirements, and that the correct internal templates are used according to project type and payment structure.
  • Check that every contract is fully supported by the required documentation, including title deed/POA, landlord IDs, KYC forms, IBAN letters and any related approvals, before onboarding or activation.
  • Support the CEO with drafting, reviewing and comparing contracts and addenda, researching relevant legal, regulatory and AML/CFT points, preparing summary notes, and documenting agreed positions and exceptions.
  • Maintain version control for all contract templates and ensure only the latest approved versions are in circulation; log and archive all deviations and special approvals for audit and regulatory purposes.
  • Handle documentation and KYC checks for all group counterparties, including landlords, tenants, buyers, sellers, guests, vendors and partners, ensuring that required documents are collected, complete, risk‑assessed where necessary and stored in the correct structure.
  • Screen counterparties against applicable sanctions and PEP lists (e.g. UN, OFAC, UAE Central Bank) in line with AML/CFT obligations, perform enhanced due diligence where required, support preparation of suspicious transaction/activity reports (STRs/SARs) when necessary and ensure timely internal escalation.
  • Maintain a central Compliance Register covering licences and permits, AML/CFT obligations and filings, STR/EDD cases, policy versions, internal audit findings, remedial actions and staff training records.
  • Verify landlord onboarding files (title deed, POA, IDs, KYC, IBAN, signed agreements) and design checklists and flows to ensure landlord compliance is handled consistently and in line with AML/KYC expectations across the group.
  • Audit guest files in the PMS to ensure passports/Emirates IDs, house rules, terms & conditions and deposit records are available, correctly recorded and aligned with AML/CFT and local regulations; design and maintain a guest file audit methodology, including scope, frequency, sampling rules and escalation thresholds.
  • Audit HR onboarding files (MOHRE contract, visa, EID, insurance, NDAs, policy acknowledgements) and offboarding files (visa cancellation, EOS documents and required forms), report deviations to HR and follow up until complete closure.
  • Review operational approvals and documentation such as maintenance logs, refund approvals, relocation approvals, discounts and BD “On Hold” justifications to ensure decisions are documented, authorised and supported, and that any AML/CFT or fraud‑related red flags are escalated.
  • Maintain and enforce standards for digital document storage, naming conventions, version control, folder structures and access rights across all compliance‑related documents; periodically audit the filing structure (e.g. Box/Drive/ERP) for consistency, completeness and security.
  • Maintain a rolling 12‑month compliance calendar for all group licences, trade licences, activity licences, permits, insurances, vehicle registrations, civil defence certificates and similar obligations; monitor expiry dates, initiate renewals in advance and coordinate with PROs and relevant departments to avoid penalties or disruptions.
  • Track and manage all company tenancy agreements (offices, staff accommodation and any other leased premises), ensuring that start dates, end dates, notice periods, break clauses and rent‑review points are clearly recorded and monitored; trigger reminders and coordinate with management on notices and renewals.
  • Use company systems (PMS, CRM, HRMS, ERP/Finance systems, dashboards) to identify documentation gaps, monitor completion of required files and follow up with departments on missing or overdue items.
  • Design, together with the CEO, all key compliance processes, checklists and flows for landlord onboarding, guest documentation, HR onboarding/offboarding, real estate transactions (tenants/buyers/sellers) and operational approvals; document them clearly and keep them updated when regulations or business practices change.
  • Help create and standardise all compliance‑related documents, forms, templates and process maps, and ensure they are accessible, understood and used correctly across the group.
  • Train managers and staff on AML/CFT obligations, general compliance requirements, new procedures, checklists and documentation standards; provide simple guides and act as the primary contact point for compliance‑related questions and clarifications.
  • Monitor relevant UAE regulations (e.g. RERA, DET, MOHRE, PDPL, FTA, AML/CFT regulations and other authorities that impact the group), highlight changes that may affect the business and ensure that related SOPs, policies and templates are updated within agreed timelines.
  • Maintain and regularly update a central compliance tracker and calendar with reminders, priorities and escalations, and issue periodic management reports (e.g. monthly) summarising key metrics, open gaps, risks, corrective actions, upcoming renewals and any fines or issues avoided due to timely compliance.
  • Work closely with Business Development, Operations, HR, Finance, Guest Support and other departments to close compliance gaps; escalate unresolved issues that remain open beyond agreed timelines to Department Heads and the CEO/GM; and follow up until full closure.
  • Bachelor’s degree in Law, Business Administration, or related field
  • 4 + years in compliance, legal coordination, or internal audit within UAE real‑estate, hospitality, or property‑management sectors
  • Strong knowledge of UAE Commercial Law, RERA holiday‑home regulations, DTCM standards, MOHRE Labour Law, and basic VAT/FTA requirements
  • Working knowledge of CRM, HRMS, Google Workspace (Google Docs/ Google Sheets), MS Software.
  • Fluent written and spoken English (Arabic is an advantage)
