Job Description

SEGULA Technologies is seeking an experienced Commissioning Manager to support the execution and coordination of testing and commissioning activities for a major railway infrastructure project in Dubai.

The successful candidate will oversee site commissioning activities, coordinate construction handovers, monitor testing progress, and ensure that all commissioning operations comply with applicable quality, safety, and operational requirements.

The role requires strong coordination capabilities and the ability to work effectively with multidisciplinary engineering teams, construction teams, contractors, and project stakeholders.

Key Responsibilities

Testing & Commissioning Coordination

• Support the T&C Manager during client meetings and coordination activities with interfacing contractors.
• Monitor and report testing and commissioning progress.
• Identify potential delays and recommend recovery actions.
• Coordinate with system leads to prepare and monitor short-term commissioning schedules and look-ahead plans.
• Participate in internal T&C coordination meetings.
  
  

Construction Handover & Site Readiness

• Supervise the construction-to-commissioning handover process.
• Review handover documentation and verify system readiness.
• Arrange inspections with Test Leads for installed systems.
• Coordinate site access to railway tracks, facilities, locomotives, and rolling stock in accordance with applicable operational rules.
• Coordinate permit-to-work requirements for migration and integration testing activities.
  
  

Quality Control & Configuration Management

• Coordinate Inspection and Test Requests (ITRs) for witnessed testing of installed systems.
• Monitor and coordinate the management and closure of commissioning punch lists.
• Ensure system configuration management remains under control throughout the commissioning phase.
• Ensure implementation of the Defect Reporting, Analysis and Corrective Action System (DRACAS) process on site.
  
  

Health, Safety & Operational Coordination

• Ensure site personnel receive the required HSE inductions and training.
• Verify compliance with applicable railway operating and site access rules.
• Ensure commissioning personnel have and use the necessary Personal Protective Equipment (PPE).
• Coordinate planned maintenance activities in accordance with approved installation maintenance plans and manuals.
• Promote safe working practices throughout testing and commissioning activities.
  
  

Qualifications

Relevant qualifications in one of the following disciplines:

• Electrical Engineering.
• Electronic Engineering.
• Computer Engineering.
• Information Technology.
  
  

Required Experience & Skills

• Approximately 5–7 years of relevant professional experience, subject to confirmation of the minimum requirement.
• Experience coordinating testing and commissioning activities on complex infrastructure projects.
• Ability to manage construction handovers, inspections, testing activities, and site coordination.
• Experience with quality control procedures, inspection requests, and punch-list management.
• Understanding of HSE requirements, safe working procedures, and permit-to-work processes.
• Strong communication, reporting, coordination, and problem-solving skills.
• Experience in testing and commissioning and/or Operations & Maintenance of railway systems is an advantage.
• Proficiency in English is required.
• Arabic language skills are an advantage.
