Solutions21 is a technology solutions and platform company delivering custom digital platforms, AI-enabled systems, and enterprise-grade applications for government, semi-government, and private sector clients across the UAE and Middle East. We are seeking a Business Development Manager to drive growth by identifying opportunities, building a strong pipeline, and converting prospects into long-term customers. This role will lead end-to-end business development activities from market outreach and partner engagement to proposal development and deal closure, primarily in the United Arab Emirates, with expansion focus across the Middle East. It is suited for someone who is comfortable working with enterprise buyers and government stakeholders to sell solution-led engagements ranging from custom platforms and integrations to AI-enabled products.
Key Responsibilities
Build and manage a qualified pipeline across government, semi-government, enterprise, smart cities, healthcare, and similar sectors.
Identify and pursue new opportunities for through direct outreach, networking, events, and partner channels.
Build strong relationships with C-level stakeholders, procurement teams, and business/technology decision makers.
Develop account plans and maintain customer engagement to expand existing accounts (upsell/cross-sell).
Manage the full sales cycle from discovery, solution positioning, proposal/RFP response, commercials, negotiation, to closures.
Lead bid management for tenders/RFPs including coordinating inputs, timelines, compliance, and final submission.
Work closely with delivery and technical teams to shape winning solutions and ensure clear scopes, phased roadmaps, realistic delivery plans and pricing.
Collaborate with technology partners where relevant, while keeping Solutions21 as the prime solution owner.
Represent Solutions21 professionally at industry events and partner meetings.
Track performance using CRM, reporting on pipeline health, forecasts, and insights.
Qualifications & Skills
7+ years in business development, sales, or account management within technology services, software, systems integration, or digital transformation.
Proven track record closing mid-to-large deals in the UAE (preferably across government/semi-government and enterprise).
Bachelor's degree in business, marketing, computer science, or a related field is preferred.
Strong understanding of consultative selling and solution-based selling (not only product sales).
Experience with RFP/tender processes in the UAE and structured proposal development.
Strong commercial acumen: pricing, margins, contracts, negotiation, and stakeholder alignment.
Excellent communication, presentation, and relationship-building skills.
Comfortable working with technical teams and translating customer needs into solution requirements.
Fluency in English and Arabic (strongly preferred, spoken and written is a plus)
Must Have
Must have middle east regional network and deal experience beyond the UAE (KSA, Qatar, Oman, Bahrain, Kuwait).
Must have existing relationships with key ecosystem partners such as cloud providers, cybersecurity, AI/analytics vendors, etc.
Must have exposure to public sector/government frameworks, compliance, and procurement norms.
