The Business Analyst will be a crucial resource in the Enterprise Transforamtion project, responsible for bridging the gap between business needs and technical solutions. This role involves conducting in-depth analysis of the Client's current operational processes, eliciting and documenting detailed requirements for the COTS platform, and ensuring the solution aligns perfectly with the public sector entity's strategic objectives and operational workflows. The Business Analyst will be instrumental in ensuring the implemented system truly transforms the client's operations.
Key Responsibilities
Requirements Elicitation: Conduct comprehensive requirements gathering sessions (e.g., workshops, interviews, surveys, observation) with diverse stakeholders across various departments (e.g., investigations, forensics, judicial coordination) to understand current "as-is" processes, pain points, and future "to-be" needs for case management.
Process Analysis & Modelling: Analyse existing operational workflows, identify inefficiencies, and model optimized "to-be" processes using standard methodologies (e.g., BPMN). Propose process improvements leveraging the capabilities of the COTS platform.
Documentation & Specification: Translate complex business requirements into clear, concise, and actionable functional and non-functional specifications, user stories, use cases, and acceptance criteria. Ensure requirements are unambiguous, testable, and traceable.
Solution Design Collaboration: Collaborate closely with the primary technology vendor, COTS platform provider, and internal technical teams to ensure the proposed solution design effectively addresses all identified business needs and aligns with the client's strategic vision.
Data Modelling & Mapping: Work with Data Migration Engineers and Integration Engineers to define business data requirements, contribute to logical data models, and assist in mapping source data to the COTS platform's target schema.
Stakeholder Management: Manage expectations of various stakeholder groups, facilitate consensus on requirements, and resolve conflicting needs through negotiation and prioritization.
User Acceptance Testing (UAT): Develop UAT plans, create test scenarios and cases based on documented requirements, and coordinate UAT activities with end-users to ensure the delivered solution meets business expectations and is fit for purpose.
Change Impact Analysis: Support change management efforts by identifying the impact of new processes and system functionalities on user roles and responsibilities.
Training Content Input: Provide critical input and review for training materials, ensuring they accurately reflect business processes and system functionalities.
Continuous Improvement: Identify opportunities for process automation, efficiency gains, and enhanced data utilization within the public safety operational context.
Qualifications & Skills
Minimum of 5+ years of experience as a Business Analyst in enterprise-level software implementation projects, with a focus on large-scale COTS deployments.
Proven experience in eliciting, analysing, and documenting requirements for complex, mission-critical systems.
Demonstrated ability to work effectively with diverse stakeholder groups, including executive leadership, operational staff, and technical teams.
Prior experience in government, public sector, or highly regulated industries is strongly preferred.
Experience with case management systems, workflow automation, or similar operational platforms.
Fluency in English and Arabic — reading, writing, and speaking — is mandatory for this role.
Process Modelling: Experience with process modelling and diagramming tools (e.g., Visio, Lucidchart).
Data Analysis: Strong analytical skills to analyse complex data sets, identify trends, and derive actionable insights.
SDLC Understanding: Solid understanding of the Software Development Lifecycle (SDLC) and various project methodologies.
Domain Knowledge: Foundational understanding of public safety, law enforcement operations, or similar highly regulated environments is highly advantageous.
