1 ـ أن يكون من مواطني الدولة.

أن يكون حسن السيرة والسلوك.
أن يكون لائقا طبياً.
ألا يقل عن 18 سنة ولا يزيد عن 30 سنة.
أن يجتاز كافة الاختبارات والمقابلات بالدائرة بنجاح .
أن يكون حاصل على مؤهل أكاديمي.
ألا يكون مضى على حصوله على المؤهل العلمي الأكاديمي أكثر من 5 سنوات.
أن يكون قد أدى الخدمة الوطنية أو معفى منها.
أن يكون باحثاً عن عمل ولا يشغل أي و ظيفة أو يعمل لدى أية جهة.
تصرف مكافأة شهرية مقطوعة مقدارها 15,000درهم شهرياً.
