About The Role

As a AVSEC Standards & Procedures Manager, you will be responsible for developing, reviewing, and maintaining Emirates Aviation Security Programme. Ensure alignment with International Civil Aviation Organization Standards and Recommended Practices (ICAO SARPs) and the National Civil Aviation Security Programme (NCASP) of respective Member States across the network. Lead the operationalisation of AVSEC SOPs and related procedures for external clients and contracted service providers to ensure compliance with applicable regulatory and business requirements.

In This Role, You Will

  • Oversee the end to end management of aviation security programmes including Aircraft Operator Security Programme (AOSP), Supplementary Station Procedures (SSP), Aviation Security Standard Operating Procedures (AVSEC SOP), European Union Air Cargo Carrier (EU ACC3/RA3), and Known Consignor/Regulated Agent frameworks ensuring full compliance with Emirates Group standards and international regulatory requirements.
  • Drive the development and execution of departmental strategies in line with ICAO SARPs, GCAA NCASP, and IATA guidelines, ensuring operational alignment, regulatory compliance, and continuous improvement across all security functions.
  • Collaborate with key operational units including Cargo, Passenger Services, Aircraft Handling, and Catering to embed AVSEC measures into day to day activities, ensuring consistent implementation across hub and outstation operations, including secondary screening protocols as required.
  • Assess the operational impact of regulatory updates and security directives, identifying risks and formulating mitigation plans to safeguard seamless flight and ground operations globally.
  • Lead the preparation and coordination for regulatory audits, operating permits, and approvals, and ensure effective resolution of findings through implementation of Corrective and Preventive Actions (CAPA) in coordination with relevant internal stakeholders.
  • Act as the principal point of contact with national and international regulatory bodies, law enforcement agencies, and airport authorities to secure approvals for new or modified AVSEC procedures that align with Emirates strategic and operational objectives.
  • Provide clear and consistent communication of security standards, policies, and expectations across the network, and lead investigations into non-compliance, ensuring timely resolution to protect the organisations regulatory standing and operational integrity.

Qualification

To be considered for this role, you must meet the below requirements:

  • Bachelors Degree or Honours (12+3 or equivalent)
  • 8+ years experience in Airline, Airport, or Cargo Security.
  • Strong analytical, communication, report writing and problem-solving and interpersonal skills.
  • Knowledge of the functioning of various departments working airside as well as landside.
  • In-depth knowledge of aviation security e.g. Annex 17 of ICAO, IATAs security regulations, extra ordinary security procedures and measures.
  • Ability to maintain close relations with various departments, air carriers, aviation organisations/associations and government functionaries considering the sensitive nature of the job.
