DFS Aviation Services are currently looking for an ATES Operational Safety & Change Specialist to join our team in Dubai, whereby they will be responsible for developing and maintaining safety assessments and cases to ensure that all changes to CNS systems, procedures, and infrastructure are implemented safely, efficiently, and in full compliance with GCAA regulations and international safety management standards.

We are seeking candidates who are resourceful team players who excel at building trusting relationships with customers and colleagues, have strong attention to details and possess excellent communication skills.

This role will be based in Al Maktoum International Airport at Dubai Air Navigation Services (dans). Dans provides air navigation services at four airports in the UAE, one of which is the world's busiest airport for international passengers, where their mission is to empower and develop all their people in delivering world-leading air navigation services that exceed every standard, assure their customers, and shape global innovation.


Your Responsibilities

  • Ensure that safety assessment processes are applied consistently and to the required quality across all relevant projects and business-as-usual (BAU) activities. This includes supporting regulatory approvals for applicable operational or technical changes and ensuring full compliance with any conditions set by the GCAA.
  • Develop CNS safety assessments and safety cases to support the implementation of new systems, procedures and infrastructure in line with ICAO, GCAA and dans SMS requirements.
  • Ensure that all safety documentation is traceable, structured, and defensible, meeting the standards outlined in the Safety Management Manual (SMM) and applicable GCAA regulations.
  • Support the preparation and submission of regulatory documentation and ensure any associated conditions issued by the GCAA are tracked and closed out.
  • Act as Safety Work Package Manager for relevant projects, ensuring alignment between project timelines and safety assurance deliverables.
  • Collaborate with project sponsors to develop project-specific safety strategies, identify hazards, and assess risks through structured assessments and HAZID sessions.


Your Qualifications

  • Should have a minimum of 5 years' Air Traffic Engineering experience at an airport.
  • Strong written and verbal English communication skills.
  • Degree / diploma or equivalent professional qualification in a relevant field from an accredited college or university.

Additionally, the following experiences and requirements would be advantageous:

  • Demonstrated experience in safety assessment, SMS application, and safety case development is an advantage.
  • Prior experience in managing or supporting change implementation from a safety perspective.
  • Experience in risk assessment techniques (e.g. HAZID, Bowtie, HAZOP).
  • Internal auditing or quality assurance exposure.
  • Experience working with or within regulatory bodies and part of a project team.
  • Classroom Instructional Techniques (CIT) course or equivalent.
  • Basic and Advanced Safety Management Systems experience including relevant Aviation Safety Management experience
  • Incident Investigation qualification.
  • Experience in a major international airport.
