About The Role
We are seeking a highly experienced and technically driven Associate – Utilities Infrastructure to join our Dubai office within the Land Infrastructure business unit. The successful candidate will play a key leadership role in the delivery and coordination of complex wet utilities infrastructure projects across the UAE and wider Middle East region.
The role requires a technically strong engineering professional with extensive experience in the planning, design, coordination, and management of wet utilities systems including:
- Stormwater drainage systems
- Sewerage networks and pump stations
- Potable water transmission and distribution systems
- Fire water systems
- Irrigation infrastructure
- Utility corridor coordination and multidisciplinary integration
The position requires strong leadership capability in technical delivery, design management, authority coordination, project execution, client engagement, and team development across all project stages from concept through detailed design, IFC, tender support, and construction-phase services.
The successful candidate will work closely with multidisciplinary teams including roads, structures, traffic, dry utilities, landscape, architecture, and master planning disciplines to deliver integrated and authority-compliant infrastructure solutions aligned with UAE standards and client expectations.
Key Responsibilities
Technical Leadership & Project Delivery - Lead the design, coordination, and delivery of complex wet utilities infrastructure systems across major infrastructure and development projects within the UAE and wider Middle East region.
- Provide technical leadership in the planning and design of:
- Stormwater drainage systems
- Road drainage systems
- Sewerage gravity networks and rising mains
- Potable water transmission and distribution systems
- Fire water systems
- Irrigation networks
- Pump stations and hydraulic structures
- Attenuation, detention, and infiltration systems
- Lead multidisciplinary utility corridor coordination and interface management between wet utilities, dry utilities, roads, structures, traffic systems, landscape, and architectural interfaces.
- Oversee and review hydraulic designs, calculations, modelling outputs, design reports, specifications, technical memoranda, and authority submission packages.
- Ensure delivery of technically sound, buildable, cost-effective, and authority-compliant infrastructure solutions aligned with project objectives, programmes, and budgets.
- Drive the implementation of digital engineering and BIM-integrated design delivery across utilities infrastructure projects.
- Lead technical reviews, peer reviews, independent checks, and quality assurance activities for utilities design packages across all project stages.
Hydraulic Engineering & Modelling - Provide specialist technical leadership in hydraulic analysis and modelling associated with:
- Stormwater drainage systems
- Flood risk assessments
- Sewer systems
- Water distribution networks
- Rising mains and pump stations
- Hydraulic grade line assessments
- Storage and attenuation systems
- Overland flow assessments
- Oversee the application of industry-standard modelling tools for utilities analysis and optimisation in accordance with UAE authority requirements and international best practices.
- Support resilient infrastructure design through consideration of operational performance, constructability, flood mitigation, maintenance requirements, and long-term asset sustainability.
Authority Coordination & Approvals
- Lead and manage engagement with UAE authorities and approval agencies including:
- Roads and Transport Authority (RTA)
- Dubai Municipality (DM)
- DEWA
- Abu Dhabi Municipality (ADM)
- ADDC
- DMT
- Other relevant utility and infrastructure authorities
- Coordinate and manage authority submissions, NOC processes, technical workshops, review meetings, and approval pathways.
- Provide technical leadership during authority discussions and ensure all designs comply with applicable UAE authority standards, manuals, codes, and submission requirements.
- Strong preference will be given to candidates who hold:
- Approved Engineer status with relevant UAE authorities
- Registration or accreditation with authorities such as RTA, DM, DEWA, ADM/DMT, or ADDC
- Professional registration with internationally recognised institutions such as Chartered Engineer, PE, or PrEng
- Candidates with existing UAE authority recognition and established authority relationships will be viewed favourably due to the critical role the position plays in project approvals, stakeholder management, and technical leadership.
Team Leadership & Mentorship
- Provide leadership and mentorship to engineers, BIM specialists, and technicians within the Utilities Infrastructure team.
- Support technical development, coaching, performance management, workload planning, and capability growth within the team.
- Promote collaboration, accountability, technical excellence, and quality-focused delivery within multidisciplinary project environments.
- Support the continued growth and strengthening of the Utilities Infrastructure capability within the Dubai office and broader Middle East business.
Client & Business Development
- Establish and maintain strong client relationships through proactive communication, technical leadership, and high-quality project delivery.
- Support business development initiatives including:
- Proposal preparation
- Technical methodologies
- Scope definition
- Resource planning
- Fee estimation
- Tender submissions
- Client presentations
- Assist in identifying opportunities for project growth, repeat business, and strategic client engagement across the utilities and infrastructure sector.
Qualifications & Experience
- Bachelor’s Degree in Civil Engineering (Master’s Degree advantageous).
- Minimum 15 years’ experience in utilities and infrastructure engineering projects, with significant experience within the UAE or wider Middle East region.
- Proven experience leading multidisciplinary wet utilities infrastructure projects on major development and infrastructure programmes.
- Strong technical background in stormwater drainage, sewerage, potable water, fire water, irrigation systems, and utilities coordination.
- Demonstrated experience managing complex authority approvals and stakeholder coordination within the UAE.
- Strong understanding of UAE authority standards, technical requirements, approval pathways, and NOC procedures.
- Proven leadership capability in managing technical teams, multidisciplinary coordination, and project delivery.
- Ability to confidently engage with clients, contractors, authorities, and senior internal stakeholders.
Software & Technical Skills
Advanced proficiency in Autodesk Civil 3D including:
- Pipe networks
- Pressure networks
- Surface modelling
- Utility corridors
- Grading
- Profiles
- Multidisciplinary coordination
Strong working knowledge of hydraulic modelling platforms including:
- Bentley SewerGEMS
- WaterGEMS
- InfoWorks ICM
- Equivalent modelling software
Experience in:
- 1D/2D hydraulic modelling
- Flood modelling
- Catchment analysis
- Overland flow assessment
- Utilities coordination
- BIM integration
- Clash detection
- Common Data Environment (CDE) platforms such as Autodesk Construction Cloud
- Strong understanding of UAE authority design manuals, standards, and technical compliance requirements.
