WSP is seeking an accomplished Associate Director services to lead and grow our Middle East Commissioning Advisory practice. This role will spearhead the delivery of independent commissioning management, technical assurance, and handover advisory services across major building and infrastructure projects in the Middle East.
The successful candidate will shape strategy, lead multidisciplinary teams, and ensure that WSP remains the trusted advisor for clients seeking high ‑ performance, compliant, and operationally ready assets.
Responsibilities
Lead and expand the Commissioning Advisory services team, setting vision, delivery standards, and growth targets.
Define service offerings, go‑to‑market strategy, and delivery models. Develop and implement the business plan for Commissioning Advisory within WSP’s Middle East Earth and Environment Advisory business.
Build strong internal networks with WSP’s business units to integrate commissioning advisory into multidisciplinary offerings.
Represent WSP as a subject‑matter expert in commissioning at industry forums, client engagements, and technical committees.
Identify and pursue new business opportunities across the UAE, KSA and wider Middle East.
Prepare proposals, fee estimates, and technical submissions for Commissioning Advisory services.
Develop strategic partnerships with contractors, developers, operators, and technology providers.
Take full commercial ownership of Commissioning Advisory projects, ensuring profitable delivery and adherence to WSP’s financial governance.
Monitor project financial performance, including revenue forecasting, invoicing, cost control, and margin protection.
Contribute to thought leadership, white papers, and WSP’s regional commissioning strategy.
Mentor and develop a high‑performing team of commissioning managers, engineers, and specialists.
Lead recruitment, capability building, and succession planning for the Commissioning Advisory function.
Promote a culture of technical excellence, collaboration, and continuous improvement.
Oversee the delivery of commissioning management services aligned with international best practice (ASHRAE, CIBSE, BSRIA, SMACNA). Provide senior technical leadership on services such as:
Commissioning Management
LEED / ESTIDAMA Commissioning Authority / Agent
Commissioning Verification
Hands-on HVAC Testing & Commissioning
LV Electrical Testing & Commissioning
Co-ordination of Client’s Facilities Personnel
Electrical and Mechanical Surveys
Thermographic Surveys
Electrical and Mechanical Troubleshooting
Witnessing & Verification
Documentation Management
O&M Manual Production
Ensure commissioning plans, procedures, and reports meet WSP’s quality standards and client expectations.
Act as the senior point of contact for key clients, developers, and contractors.
Conduct high‑level technical reviews and provide expert recommendations to resolve complex commissioning issues.
Lead commissioning advisory scopes on major projects such as airports, rail, healthcare, hospitality, data centres, and mixed‑use developments.
Qualifications
Bachelor’s degree in Mechanical, Electrical, or Building Services Engineering (Master’s preferred).
15+ years of experience in commissioning management, with strong GCC experience.
Strong business development and client engagement track record.
Experience working within a consultancy environment; previous leadership roles preferred.
Excellent communication, stakeholder management, and team leadership skills.
Proven track record delivering commissioning advisory services on large, complex projects in the Middle East.
Strong understanding of international commissioning standards (ASHRAE, CIBSE, BSRIA, NEBB).
