About the Job:
An opportunity has arisen for an Assistant Manager - Infrastructure Excellence to join Dubai Holding Community Management. The main duties and responsibilities of this role include:
Infrastructure Planning & Development Support:

• Assist the Manager - Infrastructure in the planning and development of new infrastructure projects, ensuring alignment with organizational growth strategies and regulatory requirements
• Review and provide initial technical input on infrastructure designs, specifications, and proposals
• Support the integration of new infrastructure assets into existing community networks

Maintenance & Operations Coordination:

• Coordinate and monitor the daily maintenance and operational activities of all infrastructure assets, including roads, street lighting, storm water drainage, utility networks (water, sewerage, irrigation), and related systems
• Support the implementation of preventative maintenance programs and schedules
• Oversee the performance of service providers and contractors engaged in infrastructure maintenance, ensuring adherence to Service Level Agreements (SLAs) and KPI’s for achieving quality standards
• Emergency response preparedness and mandatory presence on site emergency situations
• Ensure statuary regulatory compliance Coordination for Insurance claims in alignment with the process
• Monitor the utilities consumption metering activities to ensure the identification/correction of any anomalies

Asset Management Support:

• Assist in implementing asset management practices for infrastructure components, including maintaining asset inventory and supporting condition assessments
• Help identify opportunities for infrastructure optimization and efficiency enhancements
• Support the Manager in recommending and managing minor infrastructure upgrade or replacement projects

Compliance & Quality Assurance:

• Ensure all infrastructure operations and maintenance activities comply with relevant local and international codes, standards, and regulations (e.g., Dubai Municipality, DEWA, RTA)
• Conduct regular site inspections to ensure quality, safety, and operational effectiveness, reporting findings to the Manager

Issue Resolution & Emergency Response Support:

• Assist in the timely investigation and resolution of infrastructure-related issues, incidents, and emergencies
• Support the implementation of emergency response plans for infrastructure failures

Budget & Financial Support:

• Assist the Manager - Infrastructure and Community Management in developing and monitoring the infrastructure maintenance and capital expenditure budgets
• Help track expenditures and provide data for financial reports related to infrastructure assets
• Reserve Fund management and timely update of RFS study and proper utilization in line with RERA regulations

Stakeholder Coordination & Reporting:

• Coordinate effectively with internal departments (e.g., Community Management, Technical Excellence, HSE) and external authorities, utility providers, and developers on infrastructure matters
• Prepare reports on infrastructure performance, project status, and budget utilization for the Manager – Infrastructure

Health, Safety, and Environmental (HSE) Responsibilities:

• Ensure full compliance with DHCM’s Health, Safety, and Environmental (HSE) Policy, governance framework, and standards by conducting all tasks according to HSE procedures, attending mandatory training, actively reporting hazards, near misses, or incidents, and utilizing appropriate Personal Protective Equipment (PPE) as identified in risk assessments

 
About You:
The ideal candidate for this position will have the following experience and qualifications:

• Bachelor’s degree in Civil, Mechanical or a related engineering discipline (e.g., Electrical, Mechanical, Environmental Engineering)
• Strong understanding of infrastructure maintenance practices and relevant local regulations
• Valid UAE driving license is preferred
• 5–7 years of progressive experience in infrastructure management, civil works, or facilities management, preferably within large-scale communities, real estate, or property management environments
• Strong technical knowledge of water and wastewater networks, pumping stations, sewage treatment plants (STPs), infrastructure assets, and maintenance best practices
• Experience supervising teams and contractors, with 2–3 years in a supervisory or assistant managerial role being an advantage
• Proficient in engineering software such as AutoCAD and Microsoft Office, with the ability to interpret engineering drawings, technical specifications, and legal documentation
• Strong analytical, problem-solving, communication, and stakeholder management skills, with a highly organized and detail-oriented approach to delivering operational excellence
