POSITION SUMMARY:

Supports the Chief Governance Officer (CGO) in leading and institutionalizing American Hospital Dubai’s enterprise-wide governance framework, encompassing clinical governance, quality improvement, risk management, compliance, accreditation, academic growth, education, and patient experience. Drives the integration of governance strategy, ethics, and safety across all service lines to ensure organizational excellence and adherence to regulatory and accreditation standards. Represents American Hospital Dubai in external governance and accreditation forums, advances data-driven performance monitoring, and deputizes for the CGO to ensure continuity of leadership and alignment with the hospital’s vision for clinical and operational excellence.


DUTIES AND RESPONSIBILITIES:


Governance Leadership and Strategic Oversight


  • Advises and assists the Chief Governance Officer on all matters related to governance, regulation, compliance, ethics, and patient safety.
  • Leads the Governance Department during the CGO’s absence, ensuring operational continuity and sustained performance excellence.
  • Supports the development and execution of AHD’s governance and quality strategies in alignment with the hospital’s five-year strategic plan and vision for clinical excellence.
  • Serves as the primary governance advisor to the Executive Leadership, Medical Board, and departmental heads on policy, risk, and compliance issues.
  • Acts as the alternate representative to external accreditation and regulatory bodies (DHA, JCI, SEHA, CAA, DOE, DOH, or equivalent), promoting AHD’s governance leadership in national and international forums.


Quality, Risk, and Compliance Management


  • Oversees integrated quality and performance improvement programs across all departments.
  • Ensures compliance with DHA, UAE laws, and international accreditation standards (JCI).
  • Drives proactive enterprise risk intelligence by utilizing predictive data analytics and performance dashboards.
  • Oversees readiness for accreditation, regulatory inspections, and patient safety audits.
  • Directs the implementation and evaluation of organization-wide risk management and patient safety initiatives.


Accreditation and Best Practice Integration


  • Acts as consultant for advanced accreditation and service-line certification programs, ensuring AHD’s leadership in specialized quality recognition.
  • Evaluates governance structures, committee functions, and clinical governance processes to identify improvement opportunities aligned with international standards continuously.
  • Embeds evidence-based governance and quality practices across medical, nursing, and operational divisions.


Cross-Departmental Collaboration and Advisory


  • Partners with the Chief Medical Officer (CMO) to strengthen medical governance and ensure adherence to clinical excellence frameworks.
  • Collaborates with the Chief Nursing Officer (CNO) to sustain a robust nursing governance and patient safety structure.
  • Works with the Chief Operating Officer (COO) to integrate safety and quality management into hospital operations and service delivery.
  • Advises Engineering, Biomedical, and IT Departments on governance, compliance, and technology solutions that enhance safety and operational efficiency.


Performance Improvement and Data-Driven Culture


  • Champions a data-driven and learning-focused culture that promotes measurable improvements in patient outcomes and operational efficiency.
  • Analyzes hospital-wide performance and quality data to drive improvement.
  • Promotes a “just culture” of accountability, transparency, and shared learning to strengthen staff engagement and safety outcomes.


Organizational Development and Capacity Building


  • Leads governance-related training and competency development for leadership.
  • Mentors departmental governance teams and ensures professional growth and capability enhancement.
  • Develops succession and talent development plans within the Governance Department to ensure leadership continuity.
  • Oversees departmental planning, budgeting, and resource optimization to support strategic goals.
  • Develops governance structure for the AHD medical school in line with internationally recognized standards. Responsibilities include, but not limited to, distribution of roles and responsibilities, processes, and policies through which a medical school is directed, managed, and held accountable.


Policy, Documentation, and Reporting


  • Ensures all governance documents, policies, and charters remain current, compliant, and effectively implemented.
  • Oversees the preparation and submission of governance, quality, and compliance reports to the Chief Medical Officer, Executive Leadership, and Board Committees.
  • Endorses and reviews hospital policies to ensure relevance, alignment, and adherence to best practices.


QUALIFICATIONS & SKILLS:


  • Master’s Degree in Healthcare Administration, Hospital Management, or related field.
  • Certified Professional in Healthcare Quality (CPHQ)


PROFESSIONAL EXPERIENCE:


  • Minimum of ten (10) years of progressive administrative experience, including at least five (5) years in an executive or senior management capacity.
  • Knowledge of healthcare governance systems, regulatory frameworks, and accreditation standards (DHA, UAE Federal Law, JCI, and other international systems).
  • Knowledge of risk management, quality assurance, and patient safety methodologies aligned with evidence-based and value-driven care.
  • Knowledge of data analytics, performance measurement, and benchmarking tools used for strategic decision-making and continuous improvement.
  • Skills in developing and leading enterprise-wide governance, risk, and compliance programs that align with the hospital’s strategic objectives.
  • Skills in interpreting and applying healthcare regulations, accreditation requirements, and policy directives across clinical and administrative domains.
  • Skills in analyzing performance metrics and identifying improvement opportunities through data-driven methodologies.
  • Ability to provide strategic leadership, mentorship, and direction to governance, risk, and quality teams.
  • Ability to communicate complex governance and compliance concepts effectively to senior executives, clinicians, and regulators.
  • Ability to represent the hospital in national and international governance, quality, and regulatory forums with professionalism and influence.
  • Ability to foster a culture of integrity, transparency, and accountability across all service lines and departments.
