STS Aviation Services is hiring a Training Manager to support its Dubai, United Arab Emirates operations. This role leads the development, governance, and delivery of a Part 145–compliant Training Management System supporting aviation maintenance activities across the Middle East.

This position is built for a training leader who understands regulated aviation environments, values structure and accountability, and knows how to translate regulatory requirements into practical, audit-ready training programs.

Position Overview

The Training Manager is responsible for establishing, maintaining, and continuously improving the organisation’s Training Management System in accordance with GCAA CAR-145 requirements. The role ensures personnel competency, regulatory compliance, and alignment between training, operational capability, and organisational growth.

Working closely with Quality, HR, and Operations, the Training Manager plays a central role in safety performance, compliance assurance, and workforce development.

Key Responsibilities

  • Establish, implement, and maintain a GCAA CAR-145 compliant Training Management System
  • Further develop and strengthen the existing training framework, processes, procedures, and governance
  • Develop, maintain, and control all training documentation within the MOE and supporting manuals
  • Conduct a full Training Needs Analysis across all departments and roles
  • Develop and manage a comprehensive Training Plan covering:
    • Initial and continuation training
    • Recurrent and regulatory training
    • Technical training
    • Human Factors
    • Safety Management System
    • EWIS and FTS
  • Ensure training plans align with approved scope of work, capability approvals, aircraft and component ratings, manpower planning, and contractual requirements
  • Plan, deliver, and manage training activities in line with regulatory and organisational requirements
  • Liaise with Approved Training Organisations, OEMs, and external training providers
  • Monitor and manage competency assessment frameworks for certifying staff, support staff, supervisors, and managers
  • Maintain accurate, traceable, and audit-ready training records at all times
  • Control training attendance logs, competency assessments, and qualification evidence
  • Produce training compliance reports, metrics, and audit evidence as required
  • Act as the primary focal point for training compliance during regulatory, customer, and internal audits
  • Work closely with Quality, HR, and Operations to ensure training supports safety and business objectives
  • Monitor regulatory changes and assess impacts on training requirements
  • Review training effectiveness and drive continuous improvement initiatives
  • Promote a strong safety, compliance, and competency culture across the organisation
Skills And Experience

  • Proven experience in a Training Manager or senior training role within a Part 145 approved organisation
  • Strong working knowledge of GCAA CAR-145 and or EASA Part-145 requirements
  • Solid understanding of Human Factors, QSMS, and regulatory training obligations
  • Demonstrated experience establishing or significantly developing a training framework in a regulated aviation environment
  • Experience supporting regulatory and customer audits
  • Strong organisational, documentation, and stakeholder management skills
  • Confident communicator able to work across technical, operational, and leadership teams
