The Role

The Policy Analyst supports Enserva’s advocacy and government relations efforts by conducting research and analysis to inform policy development and strategic engagement. The Policy Analyst undertakes research on broader industry concerns, assesses regulatory impacts, and identifies risks and opportunities for member companies. In addition to this work, the Policy Analyst conducts research and analysis on emerging health, safety, and transportation policy issues.

The role translates complex policy and legislative developments into clear, actionable insights that strengthen advocacy, inform decision making, and support Enserva’s mandate of unleashing Canadian energy.


Role Responsibilities

Policy Team

  • Prepares letters, reports, submissions, briefs, research, and position papers on policy responses.
  • Reviews and evaluates legislation, regulations, and policies to determine benefits, drawbacks, and propose suggestions for improvement.
  • Liaises with Enserva members and stakeholders to develop in-depth analysis and associated policy positions.
  • Gathers data and produces reports with qualitative and quantitative analysis.
  • Participates in external committees, government tables, and working groups.
  • Provides support to internal workgroups on key projects or initiatives.
  • Performs jurisdictional scans and analyzes market trends and conditions.
  • Maintains and develops relationships with government and other stakeholders.

Health, Safety and Transportation Team

  • Provide research and administrative support across Enserva’s Health, Safety, and Transportation portfolios.
  • Monitor provincial, independent, and federal regulatory developments relevant to assigned files.
  • Conduct background research and analysis to support policy and advocacy work.
  • Prepare briefing materials, summaries, and internal documentation.
  • Draft concise written materials for internal use and stakeholder engagement.
  • Track key files, deadlines, and action items to ensure timely follow-up.
  • Coordinate council and committee meetings, including logistics, agendas, and supporting documentation.
  • Performs other duties as assigned.


Who are you?

A key to your success will be your strong analytical and problem-solving skills along with excellent verbal and written communication. You will also bring organizational and time management skills, as well as good interpersonal and social skills. You will have a demonstrated ability to work independently in a self-directed manner with minimal supervision. In addition, you will also have:

  • Post-secondary education in a relevant field, preferably a degree or diploma in occupational health and safety, engineering, government relations, public affairs, public policy, or another relevant discipline.
  • Minimum of 3-5 years of related work experience, preferably within the energy industry.
  • Understanding of the energy services industry and not-for profit operations.
  • Knowledge of government policy and regulatory processes.
  • Experience in preparing reports and briefings to present findings.
  • Exceptional team player with a strong ability to contribute positively to a team environment.
  • Overtime may be required during peak periods and when the workload is necessary. The job may require occasional travel (e.g., council meetings or workshops). Travel timing is flexible and planned when possible.
  • Government grant writing experience is considered an asset.
  • Strong research and analytical skills, with the ability to interpret regulatory and policy materials
  • Strong written communication and documentation skills, including the ability to prepare clear summaries and briefing notes, accurately capture technical discussions, and clearly reflect decisions and action items
  • Familiarity with occupational health and safety, transportation regulation, or energy sector policy is considered an asset
  • Highly organized, with the ability to manage multiple files, track priorities, and meet deadlines
  • Resourceful and solutions oriented, able to anticipate issues and resolve administrative or coordination challenges independently
  • Adaptable and responsive to shifting priorities and evolving organizational needs
  • Calm under pressure, eager to learn, and willing to take on new challenges
  • Collaborative team player who contributes positively across teams while maintaining focus on deliverables
  • Ability to recognize how broader advocacy and regulatory developments intersect with Health, Safety, and Transportation files
