The Manufacturing, Agribusiness & Services (MAS) Industry Group plays an important role in supporting IFC’s strategic priorities, covering investments in the manufacturing, agribusiness and services sectors (‘services’ includes health and education plus tourism, retail and property). MAS sectors play a critical role in providing goods and services to consumers; their development helps address core needs and create jobs thereby contributing to government revenue and stimulating growth. These sectors can account for as much as 80% of overall economic activity in a country.
The MAS team covering the countries of the Middle East, and Central Asia (MCA) is seeking Investment Officer, to be based in Dubai, Muscat, Riyadh or Doha to drive impactful private sector development in MAS MCA Investments. This role focuses on business development, execution of new transactions, fostering strategic partnerships, and delivering advisory solutions to advance sustainable growth and economic resilience in emerging markets.
Roles and Responsibilities
• Originate and lead execution of new transactions — including debt, equity, mezzanine, bond issuances, and blended-finance structures.
• Prepare investment process documentation for internal review and decision-making bodies.
• Lead term sheet negotiation/legal documentation process; use strong negotiation skills to develop solutions and overcome impasses in transactions.
• Work closely with multidisciplinary teams, including legal, environmental and social, treasury, insurance, and technical experts, to evaluate and process projects.
• Develop innovative and appropriate financial structures with specific expertise in bond structuring, documentation, rating-agency engagement, and capital-markets processing.
• Build and maintain a strong pipeline of high-quality investment opportunities through active business development and in-depth sector and country mapping exercises.
• Support the identification and assessment of Upstream & Advisory opportunities based on country and sector strategies and market creation potential.
• Coordinate closely with social, environmental, climate, gender, governance, and other technical assistance colleagues to add value to our clients businesses, find pragmatic solutions to the specific sector challenges, and achieve sustainable development impact.
• Develop early-stage project collaborations and co-developments; feasibility studies; and/or pilot projects that lead to investment opportunities in the MAS sectors.
• Spot game-changing trends, technologies, and business models that bring solutions to emerging markets, particularly in MCA. Design and implement scalable solutions and platforms replicable across markets.
• Support portfolio management activities by monitoring investment performance, identifying risks and opportunities, and implementing value-creation strategies for portfolio companies.
Selection Criteria
• Masters degree or equivalent professional qualification in Business, Finance, Economics, or other relevant field.
• At least 8 years of experience in corporate and/or project finance with a proven track record of sourcing, structuring and closing investments.
• Demonstrated experience in investment banking, private equity, fund management or related areas with direct involvement in investment transactions.
• Expertise in the Manufacturing, Agribusiness and Services (including tourism, retail, properties, health, education) sectors. Experience in GCC and Middle East will be an added advantage.
• Excellent financial, credit and equity skills; demonstrated ability to creatively structure a variety of complex debt and equity instruments.
• Ability to interact directly and independently with the senior management of potential clients, financial and technical partners, as well as senior government officials.
• Proven track record in nurturing client relationships, resolving challenging issues and ability to deal sensitively in multi-cultural environments.
• Proactiveness, strong business development and client relationship skills, and ability to focus on client needs effectively.
• A genuine commitment to development and to the World Bank Group and IFCs mission, strategy and values.
• Outstanding analytical and critical thinking skills.
• Strong interpersonal skills, ability to interact effectively with clients and colleagues.
• Strong written and verbal communications skills.
