About The Role

Lead and deliver government affairs strategy and tactical engagement across Gulf markets to protect and advance the company’s commercial and public health objectives. Act as the primary local interface with government agencies, ministries of health, payers and industry bodies to influence policy, secure market access and ensure regulatory alignment.

Key Responsibilities


  • Develop and execute proactive government affairs strategies for Gulf markets aligned with local, regional and global priorities.
  • Build and maintain trusted relationships with ministries of health, reimbursement bodies, regulators, tender authorities and payers.
  • Shape policy agendas by developing evidence‑based positions and engaging early on pricing, reimbursement, procurement and regulatory topics.
  • Monitor and analyze policy, legislative and reimbursement developments; provide risk assessments, scenario planning and recommended actions.
  • Lead advocacy and stakeholder engagement (meetings, consultations, roundtables, written submissions) to influence policy and access decisions.
  • Support product launches and lifecycle activities through coordinated government engagement for pricing, reimbursement, tenders and procurement.
  • Manage government‑related issues and crises, ensuring aligned, compliant responses with legal, regulatory, medical and commercial teams.
  • Represent the company in industry associations and multi‑stakeholder forums; contribute to regional policy positions and thought leadership.
  • Define objectives, KPIs and reporting to demonstrate the impact of government affairs activities on access, policy outcomes and business priorities.
  • Ensure all external engagements comply with company governance, anti‑bribery standards and local regulations.


Experience & Qualifications


  • Bachelor’s degree in science, pharmacy, public policy, health economics or related field; master’s preferred.
  • 6–8+ years’ government affairs, public policy, market access or related experience within the Gulf region, with demonstrable in‑market experience.
  • Proven engagement with health ministries, payers, procurement/tender authorities and/or regulators.
  • Deep understanding of Gulf healthcare systems, procurement and reimbursement pathways.
  • Strong stakeholder mapping, influence, negotiation and presentation skills.
  • Excellent written and verbal English; Arabic highly desirable.
  • High integrity, political awareness, cultural sensitivity and strong cross‑functional collaboration skills.


This role has direct strategic impact on market access and commercial outcomes across Gulf markets and will influence regional/global decision making. It carries significant operational and reputational responsibility for government relationships and crisis responses.
