For this assignment, Dalkia is seeking to support a major wastewater infrastructure project in Ajman through the mobilization of a technically capable and hands-on Project Engineer specialized in water technologies, with strong site coordination, subcontractor management, and contractual interface capabilities.
2. About the Project and Consortium
The role is linked to the expansion of Ajman’s wastewater treatment and sewerage infrastructure. Ajman Sewerage Private Company Limited is a public-private partnership involving the Government of Ajman, BESIX, and Veolia. The project covers wastewater collection, treatment, and reuse infrastructure across the Emirate of Ajman.
The existing wastewater treatment facility has been developed in several phases since the mid-2000s. Public information indicates a current treatment capacity in the range of approximately 140,000 to 145,000 m3/day, with an ongoing expansion intended to increase capacity to support Ajman’s population growth, infrastructure development, and treated effluent reuse objectives.
The broader system includes wastewater collection networks, pumping stations, treatment facilities, and treated sewage effluent reuse. The assignment should be understood as part of a live infrastructure expansion and operational support environment rather than a purely greenfield construction project.

3. Role Overview
The Project Engineer - Water Technologies will act as a technical and coordination interface on site for the wastewater treatment plant expansion works. The role requires a practical engineer able to supervise equipment installation, follow up subcontractors, coordinate technical issues, support contract-related discussions, and ensure that the works are executed in line with project specifications, approved drawings, applicable standards, safety requirements, and schedule expectations.
The position requires a hands-on profile who is comfortable working between site teams, subcontractors, vendors, engineering teams, procurement, contract departments, and project management. The successful candidate must be technically strong in water / wastewater treatment systems, flexible in daily responsibilities, and able to manage both field execution and documentation follow-up.
4. Key Responsibilities
Technical Site Supervision
- Supervise installation activities related to wastewater treatment plant equipment and associated systems.
- Follow up mechanical, electrical, instrumentation, piping, and process-related installation works as applicable to the project scope.
- Verify that equipment installation is performed in accordance with approved drawings, method statements, vendor manuals, ITPs, specifications, and project requirements.
- Monitor site progress and identify technical issues, installation constraints, or interface problems.
- Coordinate with construction teams and subcontractors to resolve site queries and avoid delays.
- Support pre-commissioning and commissioning preparation where required.
- Assist in inspection readiness and ensure installation activities are properly documented.
Subcontractor and Vendor Coordination
- Act as a technical point of contact for subcontractors on site.
- Review subcontractor technical submissions, work methods, installation sequencing, and site execution plans.
- Monitor subcontractor performance, progress, quality, and compliance with technical requirements.
- Participate in technical meetings with subcontractors, vendors, and project stakeholders.
- Raise, track, and close technical issues, NCRs, punch items, and site observations.
- Coordinate with equipment suppliers for installation guidance, technical clarifications, and vendor documentation.
Contractual and Commercial Interface
- Coordinate with contract and procurement departments on technical matters affecting subcontractor scope, variations, claims, or change requests.
- Provide technical input to support evaluation of subcontractor proposals, variation requests, and work completion status.
- Help verify whether subcontractor works are aligned with contractual scope and project requirements.
- Support the preparation of technical justifications, site records, progress reports, and supporting documentation for contractual discussions.
- Escalate technical or commercial risks to the Project Manager / Contract Manager when required.
Project Coordination and Reporting
- Support daily coordination between site, engineering, procurement, contracts, HSE, QA/QC, vendors, and subcontractors.
- Prepare and maintain technical reports, progress updates, action trackers, and issue logs.
- Attend site meetings and contribute to construction planning and progress reviews.
- Support planning and prioritization of installation activities.
- Follow up material availability, equipment delivery, site readiness, and workfront constraints.
- Assist the project team with technical, coordination, and site-related tasks required for successful project execution.
Quality, HSE and Compliance
- Ensure site works are performed in accordance with project quality requirements and HSE procedures.
- Coordinate with QA/QC teams for inspections, test records, and documentation.
- Ensure subcontractors follow approved ITPs, method statements, permits, and safety rules.
- Identify unsafe conditions or non-compliant work practices and escalate where necessary.
- Support close-out of quality observations, punch list items, and technical non-conformities.
Qualifications
5. Required Experience
- Proven experience as a Project Engineer, Site Engineer, Construction Engineer, or Technical Coordinator on water, wastewater, utilities, industrial, infrastructure, or treatment plant projects.
- Strong practical knowledge of water or wastewater treatment technologies.
- Experience with equipment installation supervision in a plant / infrastructure environment.
- Experience working with subcontractors and vendors on site.
- Ability to coordinate technical matters with contract, procurement, QA/QC, HSE, and project management teams.
- Good understanding of project documentation, drawings, specifications, method statements, ITPs, site instructions, and technical submittals.
- Experience in the UAE or GCC is preferred.
- Previous experience on wastewater treatment plants, pumping stations, water treatment facilities, desalination, industrial water systems, or utilities projects is strongly preferred.
6. Technical Knowledge
The candidate should have practical exposure to several of the following areas:
- Wastewater treatment plant equipment and water treatment technologies.
- Pumps, valves, piping, tanks, skids, blowers, dosing units, and mechanical equipment.
- Screening, clarification, aeration, filtration, sludge handling, dosing, disinfection, or related treatment processes.
- Electrical and instrumentation interfaces.
- SCADA / automation interfaces at coordination level.
- Mechanical installation, alignment, inspection, and handover principles.
- Pre-commissioning and commissioning support.
- Interface management between civil, mechanical, electrical, process, and instrumentation disciplines.
7. Education and Certifications
Required
- Bachelor’s Degree in Mechanical, Chemical, Environmental, Civil, Water, or Process Engineering, or a related technical discipline.
Preferred
- Additional training or certification in water / wastewater treatment technologies.
- Project management training or certification is an advantage.
- HSE training relevant to construction or industrial site work is an advantage.
- UAE driving license is preferred due to the site-based nature of the role.
8. Software and Tools
The candidate should be comfortable using standard project and engineering tools, including:
- Microsoft Office: Excel, Word, PowerPoint, Outlook.
- Microsoft Project or Primavera P6: basic progress tracking preferred.
- AutoCAD or ability to read engineering drawings.
- Document control platforms / EDMS systems.
- Basic reporting and action-tracking tools.
- SCADA awareness is a plus where relevant to wastewater plant operations.
- No advanced software requirement should be imposed unless specifically required by the project team.
9. Language Requirements
- English: strong written and spoken English is required.
- Arabic: a plus, especially for coordination with local stakeholders, authorities, subcontractors, and site personnel.
- French or other languages may be considered an advantage but are not required.

11. Mobility and Availability
- Candidate must currently reside in the UAE or be immediately available to relocate.
- Candidate should live within approximately 1 hour from Ajman, or be willing to relocate accordingly.
- Must be available for regular site presence in Ajman.
- Must be flexible to support urgent site requirements when necessary.
